Selling a non-running or junk car in Riviera Beach

Riviera Beach puts a ten-day ceiling on a dead car. Under Section 11-94, a vehicle that is "nonoperating, wrecked, junked or discarded," or partly taken apart, may not sit on a Riviera Beach lot "longer than ten days." Owner, tenant, occupant or lessee, the rule reads the same. If the car will not be fixed in that time, we buy whole non-running and junk cars. Sell the whole car as it sits, with free pickup anywhere in the US.

Where the ten days stop counting

The limit does not reach a vehicle "in an enclosed building," or one kept in a lawful storage place or depository that the city maintains. A tarp or carport is not among the exceptions the section names.

Repairs carry their own clock. The zoning code's Section 31-579 says work happens in an enclosed building, a garage for instance, or, outside, "the repairs must be completed within seven calendar days." It also says an abandoned or junked vehicle "shall not be placed in a parking space required by this Code."

Streets: no grace period at all

Public roads get no ten days. Section 19-84 reads: "No person shall park or store an inoperable vehicle on any street or roadway in the city." Section 11-93 repeats it for any "partially dismantled, nonoperating, wrecked or junked vehicle."

What follows turns on where the car sits:

  • Public property. It is "deemed abandoned property" and handled under s. 705.103 of state law, which means a posted notice, five days, then removal.
  • Private property. It goes through the motor vehicle rules in chapter 11 of the city code, or through code compliance.
  • Scrap value only. Section 11-97 makes junked cars "having no market value other than for salvage or parts or as scrap metal" left on a street, park or public place a public nuisance that code officers may "summarily abate" by removing them.

Section 19-111 adds towing from marked tow-away zones and from streets where a disabled car blocks traffic. Impounded cars go to a city lot or one kept by the towing contractor, under Section 19-112.

Florida paperwork for a Riviera Beach car

One Palm Beach County title office: 301 North Olive Avenue (3rd Floor), downtown West Palm Beach, telephone (561) 355-2264. It is about 5 miles to the south, a crow-flies figure, not a driving one.

No notary witnesses a Florida seller's signature. A missing title leaves two routes. A replacement costs $75.25 through form HSMV 82101. The other path suits an old beater: model year a decade back or more (that year counts as one) and value under $1,000. File the derelict certificate, HSMV 82137, with the local tax collector's office, and the buyer must be a licensed salvage outfit or a registered metals recycler. It never gets a title again after that. Selling with no title has more.

The plate comes off and stays yours. Florida also expects the seller's notice of sale within a month, 30 days by statute.

Questions people ask

Riviera Beach yard: what is the day limit for a junked car?
Ten days. Section 11-94 holds owners, tenants, occupants and lessees alike to that limit for a car that is wrecked, junked or not running. Keeping it in an enclosed building is the exception.
Am I allowed to work on my car in the driveway?
Section 31-579 says repairs belong in an enclosed building such as a garage. Work done outside one must be completed within seven calendar days.
Can code officers take a junk car off a street without a long notice period?
Yes, for a car with no market value beyond salvage, parts or scrap. Section 11-97 calls those public nuisances when left inoperable on a city street, park or public place and lets code enforcement officers remove them summarily.
Can any car be scrapped on a Florida derelict certificate?
No. It has to clear two bars. Worth: less than $1,000. Age: a decade of model years, counting the model year itself as the first one. A car sold this way is scrapped or dismantled and is never titled again.
