Junk cars in Kennesaw: what the code says

One flat tire is enough. Kennesaw's code, Section 86-50, defines non-operable as a vehicle that "is unable to move under its own power, has one or more flat tires, or does not meet the minimum motor vehicle equipment required by Chapter 8, Title 40 of the Official Code of Georgia." It also says "Junked vehicle shall mean any wrecked or non-operable automobile, truck or other vehicle." By that test, plenty of cars sitting in Kennesaw driveways are junk on paper.

Dismantled cars and loose parts

Section 86-50 goes further than flats. A dismantled vehicle is one whose factory parts were taken off and not replaced, and "Dismantled vehicle parts are parts from a vehicle which have been removed and have not been reinstalled on a vehicle." A stalled project with the engine on a stand fits both. If you planned to strip it, read part it out or sell it whole first.

On the street: Section 86-55

The city and its police can pull a wrecked or illegally parked car off public streets under a list of conditions. One reads: "The vehicle has no registration plate." An unattended car goes to the towing service under contract with the city. If you are there, you may ask for your own tow company.

These rules sit in the wrecked and towed vehicles article of Chapter 86. The sections quoted here set no countdown for a car on private land, so Georgia's manual fills the gap. It treats a car left unattended on another person's land for 30 days or longer as abandoned. Kennesaw may have other rules beyond these.

Getting a towed car back

Section 86-59 lets an owner redeem a seized car "at any time after its removal but prior to the sale and destruction thereof upon proof of ownership and payment of the towing and storage charges." Georgia then gives the Cobb towing yard 15 calendar days to reach every owner by certified letter or hand delivery. Once ten calendar days pass from that letter, a Kennesaw yard can go to court to foreclose on its lien. To weigh paying against walking away, see our towed or impounded guide.

Cobb County: tag office and emissions

Cobb's tax office lists 4400 Lower Roswell Rd in Marietta, phone (770) 528-8600. It is about 12 miles east of the middle of Kennesaw, as the crow flies, and Cobb may run other locations.

Cobb County sits inside Georgia's emissions program. Renewing a 2002-2023 gasoline car or light truck there in 2026 takes a passing test, though the three newest model years skip it. A car that can't run can't be tested, so its tag runs out, and a car with no plate can be removed from the street under 86-55.

When you sell, sign and print on the Seller line of the title and record the mileage in whole miles. Cancel the registration online through DRIVES or with Form MV-18J, then cancel the insurance. The plate is yours to keep. Lost the Kennesaw car's title? Form MV-1 gets a new one for an $8.00 fee.

Questions people ask

Is my car junk under Kennesaw's code if it only has a flat?
On paper, yes. Section 86-50 says non-operable includes a vehicle that has one or more flat tires, and it defines a junked vehicle as any wrecked or non-operable automobile, truck or other vehicle.
Can Kennesaw police tow a car from the street for having no plate?
Section 86-55 lets the city and its police remove a wrecked or illegally parked vehicle from public streets under listed conditions, and one of them is that the vehicle has no registration plate.
Can I reclaim a car Kennesaw has towed?
Section 86-59 lets an owner redeem it "at any time after its removal but prior to the sale and destruction thereof upon proof of ownership and payment of the towing and storage charges," when the hearing finds those charges are the owner's.
