Selling a junk car in Addison

For a dead car in Addison, the first bill that shows up is often the emissions notice, not a code violation. DuPage is a testing county, so any gas car built in 1996 or later owes Illinois an emissions check from its fourth birthday on. A car that flunks and needs major exhaust work may not be worth fixing. If that is where you are, we buy whole non-running and junk cars, and you can sell the whole car as it sits, with free pickup anywhere in the US.

The emissions rules in DuPage County

The Illinois EPA program covers gas passenger cars of model year 1996 and up, once they hit four. Addison cars test in years that line up with the model year, so even models test in even years and odd in odd. The test month is the same as your plate renewal month.

If repairs still leave the car failing, a waiver exists, but the state wants proof of $1,176 or more in qualifying repairs on applications made in 2026 or later. What a shop charges just to diagnose the fault does not go toward that total. For a lot of older cars, that number is where owners stop and sell. Our failed emissions guide goes through the choice.

Old registration and late fees

People worry that a car parked for years has run up a tab with the state. The statute sets one $20 delinquent fee for passenger cars and light trucks, owed only when a renewal reaches the state over a month after the plates expired. No yearly back fees appear in it. Tickets or holds tied to the plates are a separate matter, covered in tickets or registration hold.

Village rules on junk cars

Our online search did not turn up Addison's ordinance on inoperable or junk cars, so this section rests on state law. Addison could add stricter local rules on top.

Illinois lets each town pass an ordinance making inoperable cars visible to the public a nuisance, fining owners, and having police tow such a car a week after the town gives notice. The state's version of inoperable is a car missing major parts, or too damaged to drive, for seven days or longer. Short repair jobs are excluded.

Junk, salvage or titled: which paper you have

Illinois sorts end-of-life cars into a few kinds of paperwork, and each one changes who can take the car.

  • Junking certificate. You get 15 days to file an application and give up the title for a junk car. If no lien is on record, you skip sending the title. No new title is ever issued for that car. Anyone at all can receive the certificate.
  • Salvage certificate. This one can go only to a licensed rebuilder, parts recycler or scrap processor, or to a salvage buyer based in another state. Illinois will not register a salvage car.
  • Flood. A car hurt by water turns salvage once repairs would cost over half of what it is worth. After that, "flood" stays printed on its paperwork.
  • Regular title. Sign and date the assignment, hold on to the plates, write down the price and date of the sale for both of you, and post the sale notice to Springfield.

Getting an offer

Phone (877) 421-6008. Say which car you have, a rough mileage, and which of those papers are in your hands. A driver can come to your home, a business lot, or a shop to load it. Villa Park, Lombard and Elmhurst are nearby, and Illinois has the state page.

Questions people ask

Does Addison have its own rule on junk cars?
We looked online for Addison's code and came up empty. Every rule here is Illinois law. Illinois lets towns write their own inoperable-car ordinances, and the village may have one.
The plates on my Addison car ran out long ago. How much is the late fee?
For cars and light trucks, Illinois charges one $20 late fee. You only pay it if you renew more than a month after the sticker runs out. It does not stack fees year after year.
My Addison car failed emissions. Can I get a waiver?
Only once qualifying repair bills reach $1,176, for applications made in 2026 or later. Paying a shop to diagnose the problem is not counted.
Can a salvage-titled car be sold in Illinois?
Yes. Still, a salvage car can't be registered in Illinois, and the buyer must get a Disclosure of Rebuilt Vehicle form from the seller.
