Villa Park junk and dead car sales

Villa Park gives a junked car three days. Section 15-401 bars leaving any vehicle "in an abandoned, wrecked, dismantled, inoperative, rusted, junked or partially dismantled condition whether attended or not upon any property within the village for a period of time in excess of seventy-two (72) hours." The word "rusted" is in that list, and so is "whether attended or not," so sitting in the car does not stop the clock. We buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US.

A second clock for home lots

A separate section covers houses. Section 16-116 says "no automobile, station wagon or truck that is in an inoperative condition, or not licensed shall be permitted on any residential property for more than one hundred twenty (120) hours unless it is in an enclosed garage." So lapsed registration alone starts that five-day count. The same section requires that "all repairs shall be within an enclosed garage in residential areas," which rules out a long driveway engine swap.

Villa Park's Section 15-401 does not apply to a vehicle "enclosed within a building on private property." Also exempt are one held by a business with an on-site office in the right zone, and a working drag-strip race car.

Zoning adds a cap on numbers. In R districts, "no more than four (4) vehicles may be parked or stored in street yards, except for occasional guests," and only private passenger cars may park there.

From notice to removal

Under Section 15-401, a junked car on private land is "a public nuisance which may be abated." After notice is served, Section 15-408 allows a "seven-day period of compliance." If the car stays past that, or a hearing finds a violation, "the chief of police, or his designee, shall have the right to take possession of the junked motor vehicle and remove it from the premises." Getting in the way of that crew is against the code.

Streets are covered too. Section 14-403 bars leaving "any partially dismantled, nonoperating, wrecked, or junked vehicle on any street or highway," and Section 14-404 declares inoperable cars a nuisance "whether on public or private property." If a car gets booted for unpaid fines, Section 26-116 says it is towed and impounded once the boot has stayed on for seventy-two (72) hours.

The junking route in Illinois

Scrap cars leave the title system through a junking certificate. By law, the person holding a junk vehicle has 15 days to send in the title along with an application. Owners with no lienholder on record skip the surrender. Junking certificates "may be assigned to anyone"; salvage certificates are limited to licensed rebuilders, recyclers and scrap processors, or buyers of salvage from out of state. After junking, the car is never titled again. Our junkyard or scrap yard page explains the difference.

Ordinary sales are simpler. Date and sign the title when the buyer takes the keys, pocket the plates, and get VSD 703, or the title's detachable notice, on its way to Springfield promptly.

Questions people ask

Which limit applies to my dead car in Villa Park, 72 hours or 120?
Both are in the code. In Villa Park, Section 15-401 caps at 72 hours the time any property may hold a vehicle that is rusted, junked, wrecked, abandoned, dismantled, inoperative or partly dismantled. Section 16-116 bars an inoperative or unlicensed car on residential property past 120 hours, garage-kept cars excepted. Both skip cars stored indoors on private land.
What happens after Villa Park sends a notice?
You have seven days to fix the violation. Under Section 15-408, the chief of police or a designee may remove a Villa Park car if the owner misses that or loses the hearing. Interfering with that removal is unlawful.
Are driveway repairs allowed in Villa Park?
Not in residential areas. Section 16-116 says all repairs must be done inside an enclosed garage.
