Junk car in Olathe? Selling it whole
Olathe gives dead cars a whole chapter: Chapter 6.16 of the municipal code is titled "INOPERABLE VEHICLES." We have not quoted its rules here, so read it for the city's own definitions and deadlines. Under Kansas law, rules for junk cars on private land come from each city's ordinance, and this chapter is Olathe's.

A new car in the garage, the old one in the drive
This is common in Olathe: you buy a replacement, move your plate onto it, and the old car stays parked. Kansas sets a deadline for that. Once a plate is carried over to a newly bought car, the old car has to be gone before that purchase or no later than 60 days afterward. The plate move costs $1.50, plus any difference if the new car has a higher fee.
The plate came off the old car for a reason. By statute, selling a car cancels its registration along with the right to display its plate, and the seller pulls the plate off. The Division of Vehicles says to always take the plate off a car you have sold or disposed of.
Selling with a loan, or a paid-off one
A lien adds one document. In Olathe, the buyer must show the lien is cleared when applying for a title. That proof can be on the title itself, a notarized TR-150, or a letter from the lienholder. If the title is electronic, you owe a release or a clear paper title. The lienholder's section of form TR-42 is where Kansas insists on a notary. If you still owe money, see still owe on the loan.
Johnson County title steps
Olathe owners file title and registration papers with the Johnson County treasurer, since Kansas sends them to the county where the car is kept. Fill in the reverse of the title: the amount paid, the sale date, the odometer figure, your printed name and signature. A notary is needed only when a lien is involved.
Lost the title? Form TR-720B replaces it for $10, filed at a treasurer's office in any county or mailed to the state's Titles and Registrations Bureau. The buyer then gets 60 days to title and register it. Our Kansas page has the rest.
If the car is parked somewhere else
Under K.S.A. 8-1102(b), it is criminal trespass to leave a car on land that neither you nor the car's owner owns or leases. The local agency can take it away when the landowner requests it. Park a car for 48 hours on an Olathe street, or on a lot open to the public, and the city may impound it.
