Selling a dead car in Overland Park
Overland Park has a code section just for dead cars. Chapter 7.22 of the municipal code, "Vehicle Use, Parking and Storage," includes section "7.22.040 Inoperable Vehicles." We have not quoted its text here. Look up that section's exact test before assuming a car can stay in a driveway or lot for any length of time.

What we can help with is the car itself. We buy whole non-running and junk cars. Whether it's in an Overland Park cul-de-sac or an office garage near I-435, you sell the whole car as it sits, and there's free pickup anywhere in the US.
The state law behind the city rule
Kansas hands the rules for junk cars on private property to city nuisance ordinances, inside the limits of K.S.A. 12-1617e. That statute caps the time an abatement order allows at 10 days. Delivery is by certified mail or in person, a hearing is available, and an owner who doesn't act can expect the city to remove the car itself and send the bill.
Is the car salvage? The Kansas tests
Kansas has two salvage tests, and the car's age decides which one applies:
- Late model. Late model means the model year matches the year of the damage or falls within the six years before. Such a car is salvage when fixing it would cost 75% or more of what it was worth on the market right before the damage. Purely cosmetic windstorm or hail damage is left out.
- Anything older faces a functional test instead: if missing or broken equipment after the crash keeps it from being registered, it is salvage.
- A late-model car an insurer totals and takes title to is salvage too.
A Kansas title can carry one of five labels: salvage, rebuilt salvage, nonhighway, formerly nonhighway and nonrepairable. Once Kansas brands a title salvage, the brand follows the car onto every future Kansas title. Getting a salvage car back on the road takes repairs, a Highway Patrol MVE-1 inspection, proof of insurance, and an application for a rebuilt salvage title. Took the insurer's money but kept the car? The paperwork is affidavit TR-13, filed along with a letter from the insurance company. See salvage title.
Johnson County title and plates
For a car kept in Overland Park, title and registration work happens at the Johnson County treasurer's motor vehicle office. A seller in Kansas needs no notary. On the reverse of the title go the price, the date and the mileage, plus printed names and signatures for both buyer and seller.
The plate is yours. Kansas ends the registration once ownership changes, and for $1.50 the plate can move to your next car. You can send in the TR-216 seller's notice if you want. Turning in the plate at the treasurer's office closes your record too. See our Kansas page for the rest.
