Selling a junk or dead car in Florence
A car that quits on a Florence street gets one day. Under Section 70.03 it is a violation "to leave any vehicle unattended or inoperative on any city street or public right-of-way for a period of time longer than 24 hours." If yours won't be fixed, we buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US, whether it is near the Florence Y'all tower or out on a cul-de-sac.

Streets first
The 24-hour clock covers both "unattended" and "inoperative" cars, so a car with a dead battery counts just like one left on purpose. Section 70.24 lets the city impound a car parked against the chapter or any statute "at the time the citation is issued." It can also tow a car later if the owner has an unpaid parking penalty.
Snow. The mayor or the city coordinator can declare a snow emergency and tell local radio, TV and newspapers. Section 70.08 then says "no other notices of the existence of the snow emergency shall be required." From then on, a car parked anywhere it gets in the way of plowing or salting is a violation. A dead car at the curb is exactly that kind of car.
If the city impounds it: a longer timeline
Florence gives owners more time than Covington does. Section 70.28 has the city send a certified notice after ten business days with no one claiming the car. The owner and any lienholder then get ten days to come for it or request a hearing. The car is "deemed abandoned unless the charges thereon are paid within 90 days of receipt of the notice." After that, it becomes city property. One the city cannot use "may be sold for its scrap or junk value." The city holds a lien for fines, towing, handling and storage until then. More on that in towed or impounded.
Your yard: state law and the city's own rules
The Florence sections we reviewed do not cover a junk car on private land. In Kentucky this is mainly up to each town, so Florence might have a rule we haven't quoted. Check with the city before counting on a dead car being allowed in the driveway. State law does cover public roads. A car left looking abandoned on a city street or county road can cost its owner a $25 to $100 fine or 10 to 30 days. Three days in a row creates a presumption that it was abandoned.
Boone County title steps
Titles are handled by the Boone County Clerk. To sell:
- Have a notary watch you sign; the state requires it. A notarized affidavit, not white-out, fixes a slip of the pen.
- Complete the assignment for the buyer, disclose the mileage, and attach the TC 96-182 transaction record.
- Remove your plate. Since January 2024 the seller keeps it. Putting it on your next car costs a one-time $11.
- No filing from the buyer once 15 calendar days pass? Take a notarized TC 96-3 to the clerk. The clerk will then hold registration on the car.
Boone County once sat inside the Northern Kentucky emissions program, but it ended Nov. 2, 2005, so no test stands between you and the sale.
Erlanger is 4.1 miles away as the crow flies, Independence 6.0 and Covington 7.5. For statewide rules, see Kentucky.

Questions people ask
- What is Florence's limit for a broken car parked on the street?
- 24 hours. Section 70.03 makes it a violation to keep an unattended or inoperative vehicle on a Florence street or public right-of-way past that limit.
- How long before Florence keeps an impounded car?
- After ten business days with no one claiming the car, a certified notice goes out from the city. The owner then has ten days to pick it up or request a hearing. Unpaid charges 90 days after the notice mean the city takes ownership.
- Does Florence limit keeping a junk car in my driveway?
- The city sections we reviewed cover streets, impounds and snow, not private yards. Kentucky leaves junk cars on private land mostly to local ordinance, so Florence may have its own rule. Ask the city before assuming it is allowed.
