Selling a junk or dead car in Henderson
In Henderson, a junk car notice can come from the fire chief. Section 15-25 of the city code gives the property owner or the car's owner "thirty (30) days from the date of this notice" to remove it, or to make arrangements with the fire chief or the codes department. Once that window closes, the city can tow the car, store it and send you the bill. If you would rather sell it first, we buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US.

What Henderson's code calls a junk car
Section 15-23 bars keeping several things "in open view" on any lot inside city limits: cars that are inoperative or look it, unlicensed cars, cars "unfit for further use," loose parts and abandoned cars. The definitions in Section 15-21 put clocks on two of those:
- Inoperative: a car "unable to move under its own power due to defective or missing parts" that "has remained in such condition for a period in excess of thirty (30) consecutive days."
- Abandoned: the owner, or a lender with a security interest, "has deserted and left unclaimed" the car on a lot "for at least sixty (60) days."
Note the words "open view." The ban is aimed at what neighbors and inspectors can see from outside.
The tow, the lien and a second 30 days
After the notice period, Section 15-25 lets the fire chief, the codes administrator or a designee "remove, transport and store" the car. The cost lands on the car's owner, or on the landowner "who allows the violation to occur." The city is not responsible for damage done during the tow once proper notice has gone out.
At the storage lot, the city and the lot both hold a lien, enforced under KRS 376.275. You can redeem the car within 30 days of its removal, at your own expense. When that storage period runs out, the lot owner or the city may dispose of it "in any manner deemed appropriate."
Pull the plate, and the zoning code takes notice
Kentucky changed its plate rule in January 2024: the plate now leaves with the seller, along with whatever registration time is left on it. Bolting it onto a different vehicle later is an $11 charge, paid once. Here that has a side effect. Zoning Section 4.25 says vehicles "without current license plates shall not be parked or stored in any residential district other than in completely enclosed buildings." The same section bars wrecked or junked vehicles from any open area of a residential district.
So if the plate comes off a dead car sitting on a driveway in a residential neighborhood, the car should be leaving soon, or waiting in a garage until it does.
Downtown parking and snow routes
Section 22-62 sets a three-hour limit, 8 a.m. to 5 p.m. on weekdays, in marked spaces on stretches of Third Street and Main Street, unless a residential parking permit is on the rear window. A car that will not start gets no extra time. When the mayor declares a snow emergency on the city manager's advice, Section 22-82 allows no parking "by any vehicle" on the routes listed in Section 22-81.
Title paperwork through Henderson County
The Henderson County Clerk takes Kentucky title work for this town. Fill in the assignment to your buyer and sign it before a notary ahead of handing over the title. The TC 96-182 transaction record and an odometer statement go along with it. Lost the title? A replacement runs $6.00, and the notary charges on top. Selling with no title covers that route.
A Henderson buyer has 15 days to retitle the car to themselves. Past that, KRS 186A.215(4) gives you a remedy: Form TC 96-3, sworn before a notary and filed in the county where you live. Once it is on file, the clerk enters a block in AVIS, and nobody can register the car until the paperwork catches up. After you sell lists the other loose ends.

Questions people ask
- Who sends junk car notices in Henderson?
- Section 15-25 hands that authority to the fire chief, the codes administrator, or a person either one designates. From the date of the notice, whoever owns the land or the car gets 30 days to haul it off or work out a pickup with the fire chief or the codes department.
- Henderson towed my car. Is it gone for good?
- Not right away. The code allows redemption within 30 days after the tow, with the owner paying. The city and the storage lot hold a lien enforced under KRS 376.275, and once that storage period ends the lot or the city may dispose of it.
- I kept my Kentucky plate. Can the car stay in my driveway?
- Zoning Section 4.25 says vehicles without current plates "shall not be parked or stored in any residential district other than in completely enclosed buildings." In a residential area, that means a garage or a quick exit.
- My buyer never put the car in their name. What can I do?
- After 15 calendar days with no filing, Form TC 96-3 is your tool. You sign it before a notary and file it in your home county, and the clerk then holds up any registration of the car until the buyer finishes the transfer.
