Selling a junk or dead car in Hopkinsville

Throwing a tarp over it does not count in Hopkinsville. Section 95.02 says "the use of tarps or any other type of vehicle cover to hide and/or cover any junked or abandoned vehicle in open view shall not remedy the requirement" to get it out of sight. The car has to go into a fully enclosed building or leave the city. If leaving is the plan, we buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US, Christian County included.

The nuisance rule

Section 95.02 says the presence of "any junk vehicle, related refuse or rubbish from the vehicles or vehicle parts, on any lot or parcel of land, public or private" is a public nuisance. The owner, the occupant and anyone allowing it are all responsible for "prompt removal." The property maintenance code, Section 302, says the same in broader terms. In Hopkinsville, no premises may hold an inoperative or unlicensed car, and big overhaul jobs belong inside an approved structure.

The section has two time limits:

  • Abandoned means a car left "for a period in excess of ten consecutive days unless it becomes hazardous due to its location."
  • On a street or highway, the code allows no time at all for a partly dismantled, nonrunning, wrecked or junked car.

Car businesses get some room. An enterprise dealing in motor vehicles may keep junk vehicles it needs, "so long as no more than 12" are on site. Under the zoning code, Section 158.042, storing "three or more unlicensed abandoned vehicles" requires a licensed salvage yard. A household with a couple of dead cars out back is close to that line.

Notice, removal and sale

Section 95.04 sends notice to the parties another part of the city code names. If the car is on public property, only the owner is notified. If the owner cannot be found, the notice is attached to the car "no less than five days before action is to be taken," unless it is a hazard.

If the nuisance is not cleared in time, Section 95.05 lets code enforcement, the police or a city contractor remove and dispose of the car. Whoever tows or stores it gets a lien for the charges. If those charges go unpaid, the car can be sold after a public notice under KRS Chapter 424, and the owner gets a certified letter "at least ten days before the sale is held." Kentucky's tow-lien law adds that any money left over after the charges goes to the owner. See towed or impounded.

Christian County title steps

Title work goes to the Christian County Clerk:

  • Bring the title to a notary and sign there; Kentucky requires it. Errors call for a notarized affidavit, not white-out.
  • Write in the assignment, record the odometer reading, and complete TC 96-182.
  • Take the plate off and keep it. That has been the rule since January 2024, and moving it to another car costs $11.
  • Fifteen calendar days after the sale, check whether the buyer filed. If not, a notarized TC 96-3 asks the clerk to block registration until the transfer is done.

Straight-line distances: Bowling Green 58.2 miles, Owensboro 66.4, Paducah 66.6 and Henderson 69.3. For statewide rules, see Kentucky.

Getting an offer

Call (877) 421-6008 or use the form. If several cars sit out back, list each one: brand, model year, miles, running or not, and title status, so the pickup covers all of them. Back lots, driveways and shop yards all work.

Questions people ask

Does throwing a cover on the junk car solve it?
No. Section 95.02 says tarps or any other vehicle cover over a junked or abandoned car in open view do not meet the requirement that it be removed from view. Either put it in a completely enclosed building or move it outside the city.
I got a junk-vehicle notice in Hopkinsville. What if I don't act on it?
Under Section 95.05, code enforcement or the police may remove and dispose of the car, and whoever tows or stores it gets a lien for the charges. The car can be sold for those charges after a certified notice mailed at least ten days before the sale.
Does Kentucky require a notary when I sell?
Yes. Signatures on a signed-over Kentucky title must be notarized, and you take your plate with you.
