Selling a junk or dead car in Alexandria

Alexandria's code gives a dead car on city property three days. A car left alone on public property "for more than three (3) days" is "abandoned" in the city's eyes. The same clock applies to one parked on private land without the landowner's OK. If yours is close to that point, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US, Rapides Parish included.

Section 13-22: the nuisance rule

Alexandria's code opens its junk-car part with a flat statement: "The accumulation and storage of abandoned, junked, inoperative, dismantled or wrecked vehicles within the city shall be deemed and is hereby declared a public nuisance." It is also unlawful to create one "by abandoning, wrecking, dismantling, in part or in whole, rendering inoperable or discarding any motor vehicle within the city."

The definitions in Section 13-22.1 are broad. A junked vehicle includes one that is "lawfully inoperable on public streets" under state and local law. The word "motor vehicle" covers far more than cars: the list runs from motorcycles and trucks to golf carts, campers, trailers, boats and even airplanes.

One carve-out: an antique is a vehicle "twenty-five (25) years or older, which is operable and substantially in its original condition," registered as an antique and carrying antique plates. An old car that no longer runs does not fit.

The clocks once the city acts

  • 15 days. Under Section 13-22.10, if the nuisance is not cleared "within fifteen (15) days" and nobody asks for a hearing in time, the city may seize the car.
  • 7 days after a hearing. When a hearing panel agrees the car is a nuisance, Section 13-22.9 gives the owner of the car or the land "seven (7) days in which to abate the nuisance." Defying that order is punishable by a fine the code caps at five hundred dollars, set after a hearing in Alexandria City Court. Either side may appeal to that court within seven days.
  • 10 days after seizure. You can reclaim a seized car by paying the city's seizure and storage costs. If they go unpaid "within ten (10) days after said seizure," the city may dispose of it. An owner or lienholder who proves their claim within one year of a sale is owed the balance left after costs.

Streets, curbs and storage lots

Section 25-116 forbids leaving a disabled vehicle "for a longer period of time than twenty-four (24) hours" on any street, alley, sidewalk or public property in the city. In the SF and MF residential zones, Section 25-121 puts the same 24-hour cap on parking, but it exempts a resident's own passenger car parked in front of the home, and a guest's.

Keeping wrecks for sale is a separate matter. Section 17-10 makes it unlawful to store junked vehicles on an open lot unless every boundary line has a fence "not less than six (6) feet, nor more than ten (10) feet high" that screens the lot from public view.

Signing the title in Rapides Parish

Rapides Parish has no title office of its own. Louisiana titles are issued by the state OMV, and you can file at one of its offices or at a private Public Tag Agent, or send the papers to headquarters by mail. On a sale, your signature on the title assignment has to be notarized. When the assignment leaves the price blank, the buyer also needs a separate notarized bill of sale stating it.

A scrap sale works differently. Louisiana lets the owner of an "auto hulk" sign an affidavit of ownership for a scrap processor or licensed dismantler instead of handing over a title. If the title is simply missing, see junk car with no title.

The plate comes off with you

Louisiana plates stay with the seller. Take yours off, then cancel it online, by mail or at an OMV office, or move it to another car. Cancel the plate before you drop the liability insurance, not after. State law also asks you to notify the OMV of the transfer within fifteen days, and the Notice of Vehicle Transfer can be filed online. The rest is in after you sell.

Questions people ask

Is there a time limit for a disabled car on an Alexandria street?
Yes. Section 25-116 makes it unlawful to leave a disabled vehicle parked longer than twenty-four hours on a city street, alley, sidewalk or other public property. Under the city's definitions, a car that cannot run and sits unattended on public property for longer than three days counts as abandoned too.
What happens if I ignore an Alexandria junk-car notice?
If the nuisance is not cleared within 15 days and no hearing is requested, the city may seize the car. If a hearing panel rules against you, you get seven days to fix it, and refusing can cost a fine of as much as five hundred dollars, set by Alexandria City Court.
Can I get my car back after Alexandria seizes it?
Yes, by paying the city's costs for seizure and storage. If they are not paid within ten days, the city may dispose of the car. If it is sold, the owner or lienholder can claim what is left after costs by proving their status within one year.
Can a junk car leave Alexandria without a title?
Yes, if it is sold as scrap. The owner can give a scrap processor or licensed dismantler a signed affidavit of ownership in place of the title. For a regular sale, the title assignment must be signed before a notary.
