Selling a dead car in Westminster
Westminster's zoning code has a line that turns a back yard into a junkyard. It reads: "An unenclosed residential area used for the storage of any automobile which does not have current license plates issued by the Motor Vehicle Administration shall be deemed to be a junkyard." One car with expired tags, parked in the open, can be enough. If that car is done, we buy whole non-running and junk cars and you sell the whole car as it sits.

Why a lapsed tag is a zoning problem here
Junkyards are tightly held in Westminster. Under Section 164-151, nobody may run one for "junked motor vehicles" without a permit from the Zoning Administrator, and that permit is issued "in the industrial zones only." Even a permitted yard must keep junked vehicles "in an orderly manner and out of sight of a public road and residential zones."
Put the two sections side by side and the result is plain. A home lot can't get that permit, so an untagged car stored in the open on residential land has no legal footing. A garage changes the picture, because the definition covers only an "unenclosed" area.
Towed cars and the 48-hour mark
Westminster borrows Maryland's abandoned-vehicle process. Section 155-14 lets city police "utilize the procedures set forth in Subtitle 2 of Title 25 of the Transportation Article." It adds a city twist: a car impounded under Sections 155-10 and 155-11 is treated as abandoned "if it is not reclaimed by its owner within 48 hours after impoundment."
Unpaid parking tickets can start that chain. Under Chapter 155, a car on a city street with two or more unsatisfied parking citations can be towed once 30 days have passed since the second one. An owner who has not come forward within 24 hours of a boot or tow gets a certified letter within 48 hours explaining the right to contest it. To get the car back, you pay removal, towing, storage, unpaid fines and administrative costs.
Title and plates from Carroll County
Carroll County is in Maryland's VEIP emissions area, but the MVA says the buyer, not the seller, takes care of inspections. Your part:
- Have a valid Maryland title in your name, with any lien released.
- Sign the back and fill in the odometer reading. All owners sign unless the title says "OR".
- Write a bill of sale with both names and signatures. The MVA recommends it.
- Unbolt the tags while the car is still in your yard and hand them back to the MVA. Its receipt is your proof, so keep coverage in force until that paper shows up.

Questions people ask
- Can one untagged car really make my Westminster yard a junkyard?
- Under the zoning definitions in Code 164-3, an unenclosed residential area used to store any automobile without current Motor Vehicle Administration plates is deemed a junkyard. Junkyards need a permit from the Zoning Administrator, which is issued only in industrial zones.
- How fast is an impounded car treated as abandoned in Westminster?
- Section 155-14 says a car impounded under sections 155-10 and 155-11 is deemed abandoned if its owner does not reclaim it within 48 hours. Police then use the state procedures in Title 25, Subtitle 2 of the Transportation Article.
- Should a Westminster seller write a bill of sale?
- The MVA recommends one, with the names and signatures of buyer and seller, and some buyers need it to title the car. Keep a copy along with a copy of the signed title.
