Selling a junk car in Frederick

Frederick lets you keep one dead car, but not bare. Section 13-22 allows a single unregistered or inoperable vehicle on a property, and then adds the catch: it "must be fully covered with a vehicle cover that is in good condition." A torn tarp over a second project car doesn't meet that. If the car will never run again, we buy whole non-running and junk cars and you sell the whole car as it sits.

The one-car allowance in Section 13-22

The rule covers vehicles stored on private property that are "inoperable or unregistered." A car counts as unregistered "if it is required by state law to be registered and fails to display current valid registration plates."

What the code permits:

  • One such vehicle, on your own property or someone else's with the owner's consent.
  • It has to sit under a full cover in good condition.

What the code leaves alone:

  • Any car "stored within a garage or other permanent structure."
  • A business operating under a zoning certificate that permits vehicle storage.

A second broken car, or one left uncovered, is where the trouble starts. Our car doesn't run guide covers selling one that won't start.

Impound, unpaid tickets and the 45-day mark

Section 13-21 gives city employees power to impound an unoccupied car parked in breach of city rules, "or any vehicle which has been wrecked." The Parking Department can also impound a car in a city garage that has an unpaid fee, is a hazard or "displays expired registration." Five or more parking citations left unpaid for more than ten days can lead to a tow too.

You can get it back by paying storage, towing and impound charges plus any fines and court costs. If nobody claims it in 45 days, "the vehicle will be disposed of through the Frederick Police Department." Already at a lot? Read towed or impounded.

Snow emergencies

Under Section 13-17, the mayor may declare a snow emergency when snow and ice could block ambulances, fire trucks or police. A car that won't start then sits in the way of exactly those vehicles.

Title and plates from Frederick County

Frederick County is a VEIP emissions area, and Maryland wants a safety inspection before a title changes hands. The MVA puts those steps on the buyer. The seller's list is short: a valid title in your name, no open lien, the odometer reading and signatures on the back, and a duplicate first if the title is lost.

Take the plates with you. Hand them back to the MVA, file the receipt, and only then drop the insurance and registration. One state rule worth knowing: when police auction an unclaimed abandoned car, the buyer gets it free of all claims and can apply for a new title.
