Selling a dead or junk car in Holden
A dead car in a Holden driveway still owes the town excise every year it stays registered. Holden's rate is $25 per $1,000 of value, billed each year until the registration is cancelled, driven or parked. If yours has stopped for good, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US, Holden included.

The excise on a car that doesn't move
Holden's board of assessors, not the RMV, bills and abates the motor vehicle excise. Four state rules decide what you owe on a parked car:
- Registered means billed. Cancelling the registration stops the excise. Letting it lapse does not.
- Revoked still counts. A registration revoked for an insurance lapse keeps owing excise until it is cancelled. Registering a car again after that kind of revocation also takes a reinstatement fee.
- Part years. Register partway through a year and the bill starts with that month and runs through December.
- Abatements. The board takes requests for three years past the due date, or for one year after payment if that ends later.
Cancelling is done online through MyMassGov. Hold on to the receipt, and send a photocopy to your insurance company. From then on, the Holden car is barred from public ways, so a truck carries it off.
Holden's rules on a junk car in the yard
Holden's town code wasn't available when we searched, and it may include a junk car bylaw. Check with Holden before relying on any grace period. Holden falls under the state rule in c. 90 s. 22C. A Holden street officer may haul a car off as refuse when it seems abandoned, sat past 72 hours with no permission, and is worth under its removal cost.
A car that won't pass inspection
Each Holden car on Massachusetts roads must pass a safety inspection, and most under 15 years old take a yearly emissions test too. Driving without a valid sticker is a traffic violation. Selling without one is allowed: the buyer must have the car inspected within 7 days of registering it, and the fee is $35 for most vehicles. See failed inspection or rust.
Totaled, branded or very old
For a Holden car, the state's total loss salvage vehicle is one stolen and never found, or so damaged that the owner or insurer "considers it uneconomical to repair." No percentage test applies. The salvage title is permanent and branded REPR or PART. A Holden car with a PART brand can never be registered in Massachusetts again. If the car had already turned ten when the loss happened, it is exempt from the salvage title. More in insurer totaled it.
An older car may have no title at all. Holden sellers of a 1980 model year or earlier passenger car bought before Nov. 26, 1990 change hands in Holden with the prior owner's registration and a bill of sale.
Signing and the plates
- Write the miles from the odometer on the Holden title. Holden buyers and sellers each sign, print a name and date it. A Holden seller will see no notary requirement in the RMV's steps.
- Plates go home with you. Holden owners destroy or recycle them, or shift them to a newly bought car within the 7-day grace window, as the RMV gives no temporary plates.
- A seller who signed the title and delivered the car is not liable for its later use (c. 90D s. 15). Massachusetts has no release form.

Questions people ask
- My car hasn't moved in a year. Why do I still get an excise bill from Holden?
- Excise is billed on a registered car, not a driven one. Every $1,000 of value costs $25 in Holden, and that keeps billing till the registration is cancelled. Just letting it expire won't stop the bill.
- Can I sell a car that won't pass inspection?
- Yes. The Holden buyer handles inspection inside 7 days of registering. You do not need a new sticker to sell it.
- Does Holden have its own junk-car bylaw?
- No Holden bylaw on the subject turned up in our search, so this page relies on Massachusetts law. Holden could still have a local rule, so check with the town.
- My very old car never had a title. Can I still sell it?
- Possibly. Massachusetts never asked for a title on a Holden passenger car bought before Nov. 26, 1990 if its model year is 1980 or earlier. In its place, you hand the buyer your old registration and a bill of sale.
