Selling a dead or junk car in Leominster
Leominster gives a junk car owner a month, but the month starts with a letter. Section 13-91 bars letting a wrecked or nonoperating car stay on any property "for more than a period of thirty days after he has received a notice from the office of the building inspector." If that notice is on your counter, here is one answer: we buy whole non-running and junk cars. You can sell the whole car as it sits, and pickup is free anywhere in the US, Leominster included.

Two rules in Section 13-91
The first covers streets and public places. No one may leave a car anywhere in the city "for such time and under such circumstances as to cause such vehicle reasonably to appear to have been abandoned." No one may leave "any partially dismantled, nonoperating, wrecked or junked vehicle" on a street or highway, either.
The second covers private land, and it reaches tenants as well as owners. Anyone in charge of a property, "whether as owner, tenant, occupant, lessee or otherwise," must not let such a car stay more than thirty days after the building inspector's notice.
Impoundment under Section 13-92
The police chief, or an officer the chief designates, may remove a car that appears to break those rules, on notice from the building inspector or the superintendent of streets. The section also covers cars that are "lost, stolen or unclaimed." The car is held "until lawfully claimed or disposed of in accordance with General Laws, chapter 135." See notice to remove a car for what to do once a notice arrives.
Snow emergencies
Leominster's winter rule hits a car that cannot move. A declaration from the mayor's office, given with "at least six hours' notice," bans parking on every public street while the emergency lasts. It "shall continue for a forty-eight-hour period" unless extended, and cars left out "may be removed" at the owner's cost for removal and storage. City lots have their own rule: a car parked outside the painted lines counts as being in a no-parking zone under Section 13-55.1.
Cancel the registration the right way
In Massachusetts the plates and the registration stay with you, not the car. Cancel online with a MyMassGov account and keep the cancellation receipt; your insurer gets a photocopy. In Leominster, like the rest of the state, cancelling stops the excise and also bars the car from public ways, so it gets carried off on a truck instead of driven. Excise also keeps building on a registration revoked for an insurance lapse until it is cancelled, and a later re-registration would carry a reinstatement fee. After cancelling, destroy the plates or turn them in for recycling.
Per the Registry of Motor Vehicles, a Leominster seller fills in the odometer figure, and both parties sign, print and date. In Leominster, the price goes on the title. If the title lacks a line, use its own bill of sale. Its seller steps name no notary.

Questions people ask
- Is there a deadline for a wrecked car in a Leominster yard?
- Yes, and it starts with a letter. Section 13-91 bars letting "any partially dismantled, nonoperating, wrecked, junked or discarded vehicle" remain on a property more than thirty days after the building inspector's office gives notice.
- What happens to a car Leominster impounds?
- Under Section 13-92 it stays impounded "until lawfully claimed or disposed of in accordance with General Laws, chapter 135 relative to unclaimed and abandoned property."
- During a snow emergency, can a dead car sit on a Leominster street?
- No. With at least six hours' notice from the mayor's office, street parking is banned citywide for the length of the emergency. It lasts 48 hours unless it gets extended, and any car still out can be towed and the owner pays.
- My registration was revoked for an insurance lapse. Does that matter when I sell?
- Cancel it anyway. A revoked registration still racks up excise until you cancel it, and getting the car back on the road later costs a reinstatement fee.
