Selling a dead or junk car in Needham
For a Needham seller, the hold-up is often an old loan, not a town rule. When a lender you paid off long ago still appears on the title record, the RMV asks for that lender's signed letter on its letterhead. It won't take faxes or photocopies, however old the loan is. With that letter in hand, the rest of the sale is short. We buy whole non-running and junk cars, you sell the whole car as it sits, and pickup is free anywhere in the US.

What Needham's bylaw covers
The sections of Needham's zoning bylaw that we read deal with parking garages, structured or rooftop parking, and "off-street parking for vehicles associated" with a principal use on a lot. None of it addresses a broken car beside a house. Needham may cover that in another bylaw, so Town Hall is worth a call before a dead car spends a season outside.
State law fills the gap. A Needham car that seems abandoned, spent over 72 hours on land uninvited, and is worth less than its removal is refuse an officer may take, says Chapter 90, section 22C. Chapter 266, section 120D requires a posted or personal warning and a police notice before anyone tows from private property.
Getting the title in shape
Clear the old lien first; lien still on the title explains the letter. A missing title costs $25 to replace. Needham owners apply online, or mail the form to Boston's Title Division along with a check or money order for MassDOT. Expect up to 10 business days.
On sale day, the odometer reading goes on the title, followed by both parties' signatures, printed names and the date. The RMV's guidance for sellers names no notary. If the title has a price line, write the price there. Otherwise, a bill of sale carries it.
What the buyer does next
It helps to know the other side. Massachusetts gives a buyer 10 days from purchase to title the car. The fee is $75, and sales tax runs 6.25%. A licensed insurance agent finishes, stamps and signs the buyer's application. Inspection falls to the buyer too: within 7 days of registering, $35 for most vehicles. A Needham car that can't pass can still be sold; see failed inspection or rust.
Plates and the last excise bill
Plates go home with you. Cancel through MyMassGov, keep that confirmation, and hand a photocopy to your insurer. Afterward, recycle the plates or slice them through. On a car registered for part of a year, excise covers the month of registration onward to year's end. Cancelling stops the next bill from coming.

Questions people ask
- Is there a Needham rule against a dead car in my driveway?
- The zoning sections we read concern garages and off-street parking, not junk cars at homes. Needham may cover it elsewhere, so check with Town Hall. State law on abandoned cars applies regardless.
- The loan is paid, but the lender is still on my title. What does the RMV need?
- A letter signed by the lender, on its letterhead. The RMV accepts no faxes or photocopies, whatever the loan's age.
- Must the car pass inspection before a Needham sale?
- No. The buyer arranges inspection within 7 days of registering, and most vehicles cost $35.
- Is excise charged for a full year?
- If the car was registered for part of a year, excise runs from the month of registration through the end of that year. Cancelling the registration prevents later bills.
