Selling a dead or junk car in North Andover
North Andover allows one unregistered car per property, and only one. Section 150-1 of the town code says no one may keep "more than one unregistered vehicle or any dismantled, unserviceable, junked or abandoned motor vehicle" on premises they own or control. The exceptions are a license under state law or written permission from the Board of Selectmen after a hearing. So a second dead car, or a single car that has been stripped for parts, already breaks the bylaw. We buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

Reading Section 150-1 closely
The bylaw treats two kinds of cars differently. An unregistered car that is otherwise whole is allowed, one per property. A car that is "dismantled, unserviceable, junked or abandoned" gets no allowance at all, not even one.
The verbs are broad: "accumulate, keep, store, park, place, repair, deposit, or permit to remain." Fixing a car in the driveway counts, and so does letting a relative's car sit on your land.
Asking the Board for permission
If you want to keep more, the Board of Selectmen can give written permission after a hearing. That permission comes with a condition: the owner agrees "to screen the permitted vehicle or vehicles from view from neighboring land, ways or public highways." If the screening lapses, the code says the permission "shall be revoked." For most people with two old cars, selling one is simpler than a hearing and a fence. Several junk cars covers clearing more than one.
Massachusetts paperwork from North Andover
Titles run through the Registry of Motor Vehicles (RMV), and its instructions for sellers never mention a notary. On a North Andover sale, the odometer reading goes on the title first. After that, buyer and seller sign the transfer block, print names and date it. The statute also requires a warranty of title in the assignment. If the title gives no room for a price, attach a bill of sale that states it.
After you sign and hand over the keys, c. 90D s. 15 puts later use and violations on someone else. There's no release form for Massachusetts sellers to file.
Plates, registration and excise
North Andover plates go with the seller. Cancel on MyMassGov and keep that confirmation, since your insurer wants a photocopy. Then slice the plates in two or send them to recycling. Buying another car? Move the plates onto it within 7 calendar days instead. Until cancellation, the town's excise runs $25 per $1,000 of value. One more term to know: a title marked "Junked" belongs to a car that was scrapped, and North Andover's RMV paperwork can never bring it back onto the road.

Questions people ask
- How many unregistered cars can I keep in North Andover?
- One. Section 150-1 bars keeping more than one unregistered vehicle on property you own or control, unless you are licensed under state law or have written permission from the Board of Selectmen after a hearing.
- Does the one-car allowance cover a junked car?
- No. The same section bars any dismantled, unserviceable, junked or abandoned motor vehicle without a license or Board permission, even if it is the only one.
- What does the Board require if it grants permission?
- The owner must agree to screen the vehicles from view from neighboring land, ways and public highways. Breaking that agreement gets the permission revoked.
- Does the buyer get my North Andover plates?
- No, they stay with you. After the North Andover registration is cancelled, the plates can be destroyed or recycled, or go on a replacement vehicle within 7 calendar days.
