Selling an unregistered or dead car in Methuen
In Methuen's residential districts, an unregistered car cannot sit outside a garage. City Code 5.10 says "the ungaraged parking of an unregistered car, truck or trailer is not permitted in any residential districts." The only way around it is a car that runs, passes inspection and is registered, which a dead car is not. We buy whole non-running and junk cars, and you sell the whole car as it sits.

Code 5.10, line by line
The section is short, and each line closes a gap:
- The ban. An unregistered car, truck or trailer may not be parked ungaraged in any residential district.
- The front yard. "No such vehicle shall be stored between the principal building and a street line." So a car pushed off the driveway onto the front lawn is no better.
- The exception. The rule does not apply to "one noncommercial motor vehicle parked on a driveway, if the same is in operable condition and meets standards as required under Massachusetts General Laws Chapter 90 for inspection and registration."
Read together, a car that fails any one test, whether it doesn't run, can't pass inspection or isn't registered, has to be garaged or gone. Owners of a second car, even one that runs, get no exception for it.
Why cancelling the registration changes things
Keeping a dead car registered has a cost. Every year the registration stays live, Methuen sends an excise bill at $25 per $1,000 of value. Being registered is not enough for the exception, since the car must also run and pass inspection standards.
Under the state's Vehicle Check program, every car gets a safety inspection, and most cars under 15 years old also get an emissions test each year. If yours can't pass, see failed inspection or rust.
When you cancel the registration, the excise stops. The car also becomes unregistered under Code 5.10, and it is barred from "any public way." So cancel the day it is sold, not weeks before.
Plates and the title
In Methuen, as everywhere in Massachusetts, the seller keeps the plates. Take the plates off when the car leaves, close out the registration on MyMassGov, and hold on to the receipt, sending a copy to your insurer. Then the plates are destroyed or recycled, or moved to the next car you buy inside 7 calendar days.
On the title itself, the RMV's private-sale steps skip any notary. In Methuen, the seller fills in the mileage, and then buyer and seller sign, print and date. Put the price on the title when there's a line for it. Otherwise, write it on a bill of sale. Under the statute, the seller's assignment carries "a warranty of title" with it. A Methuen seller files no release form. Once you sign and hand over the car, chapter 90D, section 15(e), protects you from later liability.
If an insurer totaled the car, the salvage brand is permanent. A PART car will never be registered in Massachusetts again.
Getting an offer
Call (877) 421-6008 or send the form, and we'll set up a pickup for your Methuen car. We offer free pickup anywhere in the US, and the truck can load from a closed garage or a driveway near Gaunt Square. Over the line, Lawrence is 3.1 miles off in a straight line; the Massachusetts page carries state law.
Questions people ask
- Can I park my unregistered car in my Methuen driveway?
- Not in a residential district, under City Code 5.10, unless it is garaged. The one exception is a single noncommercial vehicle on a driveway that runs and meets the state's inspection and registration standards.
- Can I keep it beside the house instead of out front?
- The code also says such a vehicle can't be kept in the space between the main building and a street line. Whether a side yard qualifies depends on where the street line runs on your lot, so ask the city.
- If I cancel the registration, can I still drive it to a buyer?
- No. A car with a cancelled registration can't go on any public way in Massachusetts, so we haul it away on a truck.
