Selling a junk or failed-inspection car in Westford

A Westford car that fails its Massachusetts Vehicle Check can still change hands. Inspection falls to the Westford buyer, who gets it done within 7 days of registration. So a rejected sticker is a repair question, not a bar to selling. And if the repairs make no sense, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US, Westford included.

How inspection works in Massachusetts

Massachusetts Vehicle Check is the statewide safety and emissions program. Every car needs the safety inspection. Cars with onboard diagnostics that are less than 15 years old also need an annual emissions test. The inspection is $35 for most vehicles, and it is a traffic violation to drive with no valid sticker. That last point is why a car that keeps failing tends to end up parked. See failed inspection or rust and failed emissions.

Westford's own rules

No Westford bylaw about junk or unregistered cars showed up online for us. This part relies only on state law, though Westford could still have local rules. Section 22C of M.G.L. c. 90 lets a Westford street officer treat a car as refuse when it looks left behind after more than 72 hours on a public road, a private way, or land used without permission, and disposal would cost more than it's worth.

Cancel the registration, then stay off the road

Cancel online through MyMassGov and keep the receipt; your insurer gets a photocopy. The town's excise runs until you do, even on a revoked registration. After cancelling, the car loses any right to the state's public roads, so a car with no sticker and no registration leaves Westford on a truck, not on its own wheels.

The title

The Registry of Motor Vehicles seller steps list no notary. The steps do ask for your mileage statement, then a signature, hand-printed name and date from each side. Some Westford titles have no spot for the sale price. In that case, put the price on a bill of sale. Statute also wants the genuine odometer reading and your warranty of a good title on the assignment. The buyer's paperwork is stamped and signed by a licensed insurance agent.

Westford sellers file no release-of-liability form. Under chapter 90D, s. 15(e), once the Westford car is signed over and gone, you aren't on the hook for how it gets used or any tickets after that.

A lost Westford title costs $25 to replace online. You can also pay MassDOT by check or money order and mail it to the RMV's Title Division in Boston. Expect up to 10 business days. See junk car with no title.

Plates

The plates stay with you after the sale. Once the registration is cancelled, recycle them or chop them in two. If you are 18 or older and buy a replacement car, you can attach them to it within a 7-calendar-day grace period; the RMV does not issue temporary plates.

Questions people ask

Is it legal to sell a Westford car that did not pass inspection?
Yes. In Massachusetts the buyer handles inspection and has 7 days after registering to get it done.
Which cars need an emissions test?
Under Massachusetts Vehicle Check, every car needs a safety inspection, and cars with onboard diagnostics less than 15 years old must also pass an annual emissions test.
Does Westford have its own junk-car rules?
We could not find Westford bylaws posted online. This page goes by state law, and Westford may have extra local rules. In Westford and statewide, a street officer can take away a car left looking abandoned over 72 hours under c. 90, s. 22C.
Can I drive the car after I cancel the registration?
No. A cancelled registration keeps the car off every public road in Massachusetts.
