Selling a junk or dead car in Coon Rapids
Where a car sits can make it junk in Coon Rapids. Section 11-201 includes in its definition any vehicle that "is parked off an improved surface in a front or side yard," alongside cars that do not run, are partly dismantled, or show no current registration. A working car on the lawn can be cited the same way as a dead one. When a car is done, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US, Anoka County included.

The definition, clause by clause
Section 11-201 lists the ways a vehicle becomes a "Junk, Inoperable, or Unlicensed Vehicle." It covers one "not in an operable condition," one "partially dismantled," one "used for the sale of parts; or as a source of repair and replacement parts," one "kept for scrapping, dismantling, or salvage," one that "is unlicensed or does not display current registration," and the lawn case above. A collector vehicle registered as pioneer, classic, collector or street rod is excluded.
Section 11-601 then forbids "The parking, storage, repairing, dismantling, demolition, or abandonment of junk vehicles or part thereof on a residential property." It also caps collector vehicles at "A maximum of two."
Boats, sleds and campers too
The nuisance chapter widens the net. Section 8-105 says "No person shall cause, permit, or maintain any junk, inoperable or unlicensed vehicles," and that "All vehicles stored outdoors that require registration by the State must have current registration displayed and be in an operable condition." It names ATVs, snowmobiles, boats, recreation vehicles, campers and UTVs. It also bars parking or storing "any vehicle on undeveloped residential property."
If the driveway holds a dead car and an unregistered trailer, see several junk cars.
The overnight winter ban
Section 9-122 bars parking on any public street in Coon Rapids from 2 a.m. to 6 a.m., every night from November 1 through April 1, "both dates inclusive." Violators may be removed under the city's towing section. For five months, a car that cannot be started has no overnight place at the curb.
Reporting the sale to DVS
Paperwork first. Sign the title's assignment, write in the price and sale date, and answer the damage question; a 2011 or newer car also needs its mileage. The DVS seller checklist contains no notary step, and the plates go along with the car. Deputy registrar offices, searchable at drive.mn.gov, take the buyer's filing.
Then tell DVS. The Notice of Sale is the stub you tear off the title, or the online version of it. Get it in within ten days, listing the buyer's name, address and license number plus the date. DVS notes that reporting does not itself transfer ownership. DVS suspends the registration when the buyer's papers and fees have not come in after 30 days. A transfer filed more than 20 calendar days after the sale carries a $2 late penalty for the buyer. After you sell has the rest.

Getting an offer
Ask for an offer at (877) 421-6008 or on the form. Let us know its model year and model, what the odometer shows, if the engine runs, and the state of the title. It can come out of a driveway, a space behind a townhome, or whatever garage it sits in.
Questions people ask
- Is a car parked on the grass a junk vehicle in Coon Rapids?
- It can be. Section 11-201 includes any vehicle parked off an improved surface in a front or side yard in its definition of a junk, inoperable or unlicensed vehicle.
- Does the rule cover boats and snowmobiles?
- Section 8-105 says vehicles stored outdoors that the state requires to be registered must show current registration and be operable, and it names ATVs, snowmobiles, boats, recreation vehicles, campers and UTVs.
- Are classic cars exempt?
- A collector vehicle registered as pioneer, classic, collector or street rod is not considered a junk vehicle, and up to two may be kept on residential property.
- Do I have to tell the state I sold the car?
- Yes. Within ten days, mail back the Notice of Sale or log the sale online. Filing that report does not move ownership. If the buyer has not turned in papers and fees by day 30, DVS suspends the registration.
