Selling a junk car in Blaine
Blaine will not let you wrench on a junk car in the driveway. Section 34-142 says no one may "service, repair, replace parts or do maintenance work on a stock car, racing car, or junk vehicle" anywhere outside "an enclosed garage or storage building." Pair that with a definition that sweeps in every unlicensed vehicle, and a stalled project outside has few legal options. Selling is one. We buy whole non-running and junk cars, you sell the whole car as it sits, and pickup is free anywhere in the US, in Blaine's Anoka and Ramsey County neighborhoods too.

Three ways a car becomes a junk vehicle
Section 34-140 casts a wide net. A junk vehicle is "any vehicle, motor vehicle, trailer or semitrailer... which is not in an operable condition." Two more clauses widen it. An abandoned vehicle under state law "shall be considered a junk vehicle." And "All vehicles, motor vehicles, trailers or semitrailers which are not properly licensed for operation on public highways within the state are also considered junk vehicles."
So a car can qualify because it does not run, because it was left behind, or only because its registration lapsed.
Where one may be kept
Section 34-141 bars parking or storing a junk vehicle "on public lands, streets or alleys, or on any private lands or premises unless it shall be within an enclosed garage or storage building." Covering the car outdoors does not satisfy it. The code also defines keeping "two or more junk vehicles" as a motor vehicle salvage facility or junkyard, which matters if a second parts car is sitting next to the first.
Street limits, and the winter hours
Street parking tops out at 48 hours under Section 82-65: no vehicle may stand "upon any highway, street, or alley in the city for more than 48 consecutive hours at any time." Winter adds another limit. In Blaine, from November 1 to April 1, street parking between 2 a.m. and 7 a.m. requires "an emergency parking permit issued by the city police department."
Section 82-38 lets police tow any car parked in violation of city ordinances or state law "to a suitable place for storage until claimed." The owner pays the reasonable cost of towing and storage upon conviction for the illegal parking.
Minnesota paperwork for a Blaine sale
Blaine sellers use the same deputy registrar network as the rest of Minnesota, nearly 200 offices strong. Sign the title assignment, enter the real price, the date and the damage disclosure. For a Blaine car from 2011 or later, the mileage is needed too. Look for a notary step in the DVS seller list and you will not find one. Plates are part of the deal here, so the buyer drives off with them.
In Blaine, file the "Notice of Sale" within ten days, either online or by mailing in the tear-off. Meet it and your liability as owner ends with the handover.
Older car and no title? A licensed dealer can scrap it if it is 10 or more model years old, DVS printouts show over seven years with no registration, and you present ID and sign a statement. Other routes are in junk car with no title, and the old project car guide covers builds that stalled.

Questions people ask
- Can I fix my broken car in the driveway in Blaine?
- Not if it is a junk vehicle. Under Section 34-142, you may not service, repair, swap parts on or maintain a junk vehicle, stock car or racing car unless the work happens inside an enclosed garage or storage building.
- My car runs but is not licensed. Is that a junk vehicle?
- Under Section 34-140, yes. Vehicles not properly licensed for operation on public highways in the state are also considered junk vehicles, so an unlicensed car belongs inside a garage or storage building.
- What are Blaine's street parking limits?
- No more than 48 consecutive hours under Section 82-65. From November 1 to April 1, no parking is allowed on streets between 2 and 7 a.m. without an emergency permit from the police department.
- In Minnesota, can you scrap an old car that has no title?
- Sometimes. Without a title, a Blaine car 10 or more model years old can still be scrapped through a licensed dealer. A Blaine seller brings ID and a signed statement. DVS printouts must also show the car went unregistered for more than seven years.
