Selling a dead or junk car in Eden Prairie

Eden Prairie's rule has no grace period and no exception for your own driveway. Section 9.37 says "It is unlawful to park or store any unlicensed, unregistered or inoperable motor vehicle... or parts or components thereof on any property, public or private, unless housed within a building; and any violation is hereby declared to be a nuisance." A car with lapsed plates and a car with a dead transmission are treated alike. If neither is worth keeping, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US, Eden Prairie included.

Inside a building, or not at all

The section covers three conditions: unlicensed, unregistered, or inoperable. Any one is enough. It also applies to "parts or components," so an engine on a stand or a stack of take-off wheels counts. The same sentence covers old furniture and appliances left outdoors, which tells you how the city sees a car nobody drives: as discarded property.

Twenty-four hours at the curb

Moving the car to the street buys a day at most. Section 8.07 says "It is unlawful for any person to stop, park or leave standing any vehicle upon any street for a continuous period in excess of twenty-four (24) hours." Signed zones can be shorter. That section also bars anyone from trying to "remove, erase or otherwise obliterate any mark or sign placed upon a tire" by an officer tracking parking time. Rubbing off the chalk will not start the count over.

Under Section 8.10, an officer who finds a car unattended on a street or city lot in violation of a parking rule "is hereby authorized to impound such unlawfully parked vehicle" and have it moved to a garage or other facility. A dead battery or a seized engine means you cannot drive it off beforehand.

A Hennepin County office

Hennepin's downtown service center, at 300 South 6th Street in Suite A-025 (612-348-8240), is one office we looked at. Going directly from central Eden Prairie, it's about 13 miles to the northeast. Deputy registrars around the state handle transfers as well.

Ending your liability

Minnesota ties the seller's protection to paperwork. Sign the assignment at handover with the true sale price, the date and a damage disclosure. Cars from 2011 on also need a mileage statement. You will see no notary in the DVS seller instructions. The plates, and your right to use them, pass with the car.

In Eden Prairie, the Notice of Sale must be filed within ten days. Section 168A.10 says a seller who handed over the car and met the section's steps, or met them within 48 hours of handing it over, "is not liable as owner" for damage the car causes later. Questions people ask

Is an unlicensed car allowed to sit in my Eden Prairie driveway?
Not outdoors. Under Section 9.37, an unlicensed, unregistered or inoperable motor vehicle, or its parts, may not be parked or kept on any public or private property unless it is inside a building.
What is the street time limit in Eden Prairie?
Section 8.07 caps it at 24 straight hours. The city can also mark shorter zones with signs.
Where can I handle the title in Hennepin County?
Hennepin County runs a service center in downtown Minneapolis, one office we checked, about 13 miles away. Deputy registrar offices across Minnesota also take transfers.
What protects me if the buyer crashes the car after the sale?
Filing correctly. Section 168A.10 shields a seller who delivered the car and met its terms, including the Notice of Sale, or met them within 48 hours of delivery, from liability as owner for later damages.
