Selling a junk car in Lino Lakes
Lino Lakes can treat a car as junk even if nothing on it is broken. Section 901.03(18)(c) of the city code includes any motor vehicle that "is not properly and currently licensed for operation within the State of Minnesota," alongside cars that don't run, are "partially dismantled," or are kept "for scrapping, dismantling or salvage of any kind." Expired tabs can be enough. We buy whole non-running and junk cars, tabs current or not. Sell the whole car as it sits; all 28 square miles of Lino Lakes fall under free pickup anywhere in the US.

What the code calls a junk car
The nuisance list in section 901.03 covers "The parking, keeping, or storing of, or the permitting of junk cars on a public street or alley or on any private land." The only exception is where such use "is being pursued in accordance with existing zoning." The definition that follows names five kinds of car:
- one "not in operating condition"
- one "partially dismantled"
- one "used for sale of parts or as a source of repair or replacement parts for other vehicles"
- one "kept for scrapping, dismantling or salvage of any kind"
- one "not properly and currently licensed"
It follows the car, not the land
Subsection (b) is the clause people miss. The rule "shall also apply to anyone who shall park, keep or place a vehicle even if he or she is not the owner of the land upon which the vehicle is parked, kept or placed." Leaving a dead car at a relative's place in Lino Lakes doesn't move the problem off you. If a car has been picked over for parts, missing parts covers selling it in that state.
Parking pads, loading areas and the street
The zoning chapter rules out the usual spots. Section 1007.052 says required off-street parking "shall not be utilized for outdoor storage of goods or for the storage of motor vehicles which are inoperable or for sale or for rent." Section 1007.053 says the same of loading spaces. On the street, section 802.05 allows officers to tow a car left unattended if it blocks traffic or gets in the way of plowing, and it is not released "until the fees for towing and storage are paid."
State law adds its own clock for public land. By Minnesota Statutes 168B.011, a car that cannot run counts as abandoned once it sits 48 hours on public property, or just 4 hours in a posted area. If police take one, 168B.06 gives the owner of record and any lienholder written notice inside five business days.
Title offices we checked from Lino Lakes
Lino Lakes is an Anoka County city, and neither office we checked is in Anoka. Hennepin's Minneapolis counter is in Suite A-025, 300 South 6th Street (612-348-8240), roughly 15 miles southwest of Lino Lakes in a straight line. Olmsted's office, 507-923-2020, is down in Rochester, about 85 miles south. For most Lino Lakes sellers a deputy registrar is closer. Driver and Vehicle Services has nearly 200 across the state, listed on drive.mn.gov, with phone help at 651-297-2005.
A lost title can be replaced with form PS2067A, but DVS issues duplicates only to the titled owner or that owner's legal representative under a power of attorney.
Paperwork that keeps you clear
- Plates. The plates stay with the Lino Lakes buyer, and so does the registration tax paid on them.
- Signature. No notary shows up in DVS's seller steps. A lender on the title means a release card from them or a notarized release.
- Notice of Sale. Ten days, on the title stub or online.
- Reporting is not transferring. Telling DVS a car was sold leaves ownership unchanged, and if 30 days go by without the title documents and fees, the registration is suspended.
After you sell has the full list.
