Grandview junk and dead car sales

Grandview does not haul a junk car off without warning. The community development director first holds a hearing "after five days' notice," and if the car is ruled a nuisance, its removal must begin "within ten days." That gives an owner about two weeks to decide. If the decision is to let it go, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US, Grandview included.

How Grandview's abatement process runs

Section 32-86 lays out the steps:

  1. Notice and hearing. The owner, occupant or anyone else with an interest in the property gets five days' notice, "either personally or by United States mail."
  2. The order. If the director declares the car a nuisance, it must be moved somewhere it breaks no city ordinance, with removal to begin within ten days.
  3. The city steps in. If nothing starts in ten days, the city removes and disposes of the car. It then certifies the actual cost, including any private contractor's bill, "plus an administrative fee" from the city fee schedule.

The code leaves room for one exception. Someone told to remove vehicles can appeal "for the storage of no more than one vehicle if, in good faith, they feel that such vehicle is operable, but unlicensed." That appeal doesn't cover a car that won't start.

If the city cannot reach the owner, it attaches the notice to the car. "If such vehicle or junk is not removed within five days from the posting of such notice," it is declared abandoned and goes to city storage. Grandview keeps the car "for a period of at least 30 days," and the owner can reclaim it by covering towing and storage. Notice to remove a car covers how to answer one.

What the zoning code allows

Grandview's development ordinance, Section 31-24, is blunt: "No wrecked, junked or inoperable motor vehicles, or motor vehicles without a valid license tag, shall be stored in any zoning district" unless the ordinance allows it or the car is "in a completely enclosed building." In residential districts, only an operable passenger car, van, pickup, motorcycle or recreational vehicle may park on a street or in an off-street space. Anything else is limited to two hours when necessary.

Main Street hours and snow routes

Parts of Main Street and the west side of 13th Street have a two-hour limit from 7 a.m. to 6 p.m., every day except Sundays and public holidays. When the mayor declares a traffic snow emergency, parking is banned on the designated snow routes. Under Section 52-3, police may remove a car that is "interfering with snow removal operations," and the owner pays the reasonable removal and storage costs.

Missouri rules for older cars

Many dead cars in Grandview are old, and Missouri has paths built for them. A scrap metal operator who first clears an online lien check may buy a dead car that is ten model years old or older, title or not. Grandview cars that have reached 20 model years need no lien search. For a car 26 or more model years old, the Director of Revenue may issue a junking certificate on a bill of sale if the highway patrol confirms it is not stolen.

For a titled car, the seller signs over the title without a notary, writes in the mileage and the date, and takes off the plates before handover. Grandview sellers have 30 days to let the Department of Revenue know. Grandview is in Jackson County, outside the emissions areas. To register the car, a buyer needs last year's county personal property tax receipt. That means unpaid taxes on a car that sat a long time can carry over.

Questions people ask

Do I get a hearing before Grandview removes my junk car?
Yes. Under Section 32-86 the community development director gives a hearing after five days' notice, in person or by mail. If the car is declared a nuisance, removal must begin within ten days, or the city removes it and bills the cost plus an administrative fee.
Can I keep one car that runs but has no tags?
You can ask. Section 32-86 lets a person ordered to remove vehicles appeal to the community development director to store no more than one vehicle, if they believe in good faith that it runs but is unlicensed.
How much time do I get after Grandview tags my car with a notice?
Five days. If the owner cannot be reached, the notice goes on the vehicle, and a car not removed within five days of the posting is declared abandoned and taken to city storage for at least 30 days.
Can a very old car be junked without a title in Missouri?
Sometimes. A Grandview car that's dead and at least ten model years old can go to a scrap metal operator with no title. From 20 model years on, they skip the lien check. For a car 26 or more model years old, the Director of Revenue may issue a junking certificate on a bill of sale if the highway patrol confirms it is not stolen.
