Dead or junk car in Lee's Summit? What the code says
Lee's Summit's development code counts dead cars lot by lot. Section 15.1590 says "any lot containing more than two inoperative vehicles shall be considered a junkyard." Park a third one and a family driveway reads, on paper, like a salvage business. Whichever car on that lot you want gone, we buy whole non-running and junk cars. Sell the whole car as it sits; free pickup anywhere in the US covers Lee's Summit too.

When Lee's Summit calls a car inoperative
Section 15.3360 defines an inoperative vehicle as "any wrecked, disabled or damaged vehicle." Two conditions then count as prima facie evidence, either one on its own:
- missing one or more parts "necessary for the lawful operation of the vehicle upon the streets and highways"
- "Storage of a vehicle with one or more deflated tires"
Picture a sedan resting on a soft tire since February. Even with a healthy engine, it can meet that test.
Two more clauses reach cars kept at a business. In the PI industrial districts, Section 6.1440 says "Outside storage of inoperative vehicles or equipment shall not exceed 72 hours." Section 8.530 bars required parking lots from use for "the sale, repair, dismantling or servicing of any vehicles." A broken work truck parked for weeks in a company lot is the kind of case these clauses were written for.
Streets, missing plates and snow routes
Chapter 29 covers public ground. Under Section 29-60, a vehicle left on a street, sidewalk or other public property "for a period longer than forty-eight (48) hours" counts as abandoned when its owner "cannot be located or refuses to remove same." Police may also tow a car parked in public "without valid license plates" once a ticket summons has been put on it or handed to the owner.
If the registration names an owner officers can reach, Lee's Summit police owe that person a written notice explaining the removal, why it happened, and where the car now sits. No reachable owner, and still unclaimed after three days? Then a mailed written report of the removal follows.
During a declared emergency, Section 29-364 bans parking "at all hours" on streets marked as emergency and snow routes. A car that won't start is the hardest one to shift once that declaration comes.
Title work and a Cass County office
The state, not Jackson or Cass County, issues Missouri titles, so a license office anywhere in Missouri can process yours. Cass County's office is one we checked (816-884-4133), out at 2009 Plaza Drive in Harrisonville. That is roughly 18 miles south of central Lee's Summit, as the crow flies. The city spills into Jackson County as well, so another license office may suit your route better.
Missouri leaves notaries out of the seller's title signature. Mileage and sale date go on in your own hand, and Revenue says no white-out and no erasures. Was a lender ever listed? Then Form 4809, a lien release bearing a notary's stamp, goes along with the title; see lien still on the title.
Plates, the sale report and inspections
Unscrew the plates, expired ones included, before the buyer hauls the car off. A Lee's Summit seller must tell the Department of Revenue within 30 days. File the DOR-5049 (Notice of Sale) for Lee's Summit, or the DOR-1957 (Bill of Sale). After you sell has the remaining loose ends.
Missouri also has a seller supply a safety certificate dated within the past 60 days. A car still inside ten years of its model year, and short of 150,000 miles, is exempt. Lee's Summit sellers skip the emissions test, which Missouri only asks for in St. Louis City plus St. Louis, St. Charles and Jefferson counties. Lee's Summit is not among them.

Questions people ask
- Lee's Summit: can a single soft tire label my car inoperative?
- Yes, it can count. Under the development code, storing a vehicle on one or more deflated tires is prima facie evidence. So is lacking a part the car needs for lawful street use, which means pumping up the tires settles nothing if parts are gone.
- When does a Lee's Summit lot count as a junkyard?
- Under Section 15.1590, a lot holding more than two inoperative vehicles counts as a junkyard.
- Will a Missouri title from Lee's Summit need a notary?
- Not for the seller's signature. Missouri does want the mileage and sale date written cleanly, without white-out or erasures.
- Is an emissions test part of selling from Lee's Summit?
- Not here. Missouri limits that seller requirement to the city of St. Louis and to St. Louis, St. Charles and Jefferson counties. Jackson and Cass counties are outside it, though the safety certificate still applies unless the car is exempt.
