Selling a dead car in Keene
A dead car parked on a Keene street becomes a problem the first time snow is forecast. Section 94-95 of the city code says the Public Works Director "shall be empowered to declare a Winter Weather Parking Ban whenever the existing conditions warrant or weather forecasts predicting snowfall, sleet, freezing rain, or other inclement weather" mean parking has to be cleared for road work. When the ban starts, a car that won't start is stuck where it is.

Keene's parking rules for a car that will not move
The ban "may be made applicable to all City streets, certain streets, or streets within a defined perimeter," so check which streets a given ban covers. City lots carry their own overnight limits under the same section:
- Wells Street parking structure: no vehicle left standing between 12:01 a.m. and 6:00 a.m. on Tuesday and Thursday, except in the spaces set aside for overnight permit parking.
- City Hall garage, upper deck, and the Library/Heberton Hall lots: no standing from 12:01 a.m. to 6:00 a.m., except city vehicles and permitted vehicles.
- James Street and Commercial Street lot: no standing from 12:01 a.m. to 6:00 a.m. on Monday, Wednesday, Friday and Sunday.
On metered streets, Section 94-152 adds: "No person shall park a vehicle in any space for a longer period than the legal parking time established by the city."
A dead car on your own property
The Keene code sections we found deal with parking, not with junk cars kept at a home. This page follows state law. Keene could add its own rules, so check with city hall first.
If a car does get towed and stored, state law lets the storage company act fast. If a car is worth under $1,000 or good only for salvage, it can be disposed of in 15 days, once verified-mail notice has run at least 10 days. An unclaimed car over 5 model years old can be disposed of after 20 days with notice. See towed or impounded.
Title, bill of sale and plates
Under RSA 261:14, the owner signs the title over to the buyer at delivery. Keene sellers with a New Hampshire title fill in the buyer's name, address and current odometer number on its reverse. Both of you sign before the buyer takes it. Cars older than model year 2000 have no state title. Those sell with a bill of sale (TDMV 22A), plus a TDMV 19A or a copy of a prior registration or title.
You keep the plates. Once you sell, the registration ends. Bring the expired registration to the town or city clerk for transfer credit. New Hampshire registrations start with the clerk, while titles come from the state DMV. More in after you sell.
Keene's place on the map
Keene sits well apart from the other New Hampshire towns on this site. Bedford is about 39.0 miles away as the crow flies, Merrimack about 40.4 and Concord about 42.3. Free pickup covers Keene all the same. See New Hampshire for statewide rules.

Questions people ask
- Can a dead car stay on a Keene street in winter?
- Not during a ban. Section 94-95 lets the Public Works Director declare a Winter Weather Parking Ban when snow, sleet, freezing rain or other weather means parking must be prohibited for road work. A ban can cover all city streets, certain streets, or streets inside a set perimeter.
- Can I leave a broken-down car in a city lot overnight?
- Several city lots ban overnight standing between 12:01 a.m. and 6:00 a.m., including the upper deck of the City Hall garage and the Library/Heberton Hall lots, apart from city and permitted vehicles. The Wells Street structure bans it on Tuesday and Thursday nights outside the overnight permit spaces.
- Is there a Keene rule on junk cars kept on private land?
- The Keene code sections we found deal with parking, not with junk cars kept at a home. We go by state law on that. Keene may add local rules, so check with City Hall.
