What the state does with a car that stops moving
Section 1224 has three triggers. A car counts as abandoned after:
- 6 hours unplated somewhere public
- 24 hours anywhere public, plates or not
- 96 hours on property belonging to someone else who never agreed to it
Custody goes to the local government where the car was found, in this case Kiryas Joel. What follows depends on the car:
- Unplated, and $2,250 or under at wholesale: ownership passes to the authority right then, and no title is required if it will be junked, sold for salvage or scrapped.
- Everything else: a letter goes to the last owner. With no claim, the car may be auctioned or sold by bid ten days after that letter, the moment ownership moves. A claimant pays the towing and storage.
Cars on their owner's own land are outside section 1224 and governed by local law.
Who signs, when it is a family car
Selling belongs to whoever the title names. If two people appear, one signature is enough, and a car registered to a company is signed away by a person from that company; see titled to a business. When the title shows a parent or another relative, car not in your name covers the choices.
Giving a car to family for free still needs forms. For a Kiryas Joel gift, put $0 as the bill of sale price and attach the DTF-802 Statement of Transaction. Section 6 of it falls to some sellers.
The papers for a Kiryas Joel sale
On the title's reverse, complete the ownership assignment and sign it. Next, the Kiryas Joel seller signs the state bill of sale, MV-912. It shows seller and buyer, vehicle, VIN, price and date. Buyer and seller in Kiryas Joel each keep a copy. The buyer brings the original to the DMV. A notary plays no part.
Title missing? MV-902 replaces it for $20.00, filed by mail with a photocopy of your ID, online, or at an office, and Albany prints and mails it. MV-35 is another Kiryas Joel option. The car's value has to be $1,250 or under, and its age eight model years or more. In Kiryas Joel, a car sold this way can go to just three buyers: an itinerant collector, a scrap processor, or a dismantler registered with the DMV. It is never titled again.
A Kiryas Joel owner can renew an expired registration online for one year. After that it means re-registering at an office or by mail, and we found no fee for missed years.
Plates before insurance
New York offers no notice-of-sale form, so the plates are your protection. Take them off with the windshield sticker. In Kiryas Joel, keep the insurance going until the plates are back at the DMV or on another car. The DMV's rule is "No insurance, no plates." Drop the policy before the plates and your registration can be suspended, maybe your license too. The DMV takes plates only, not frames or screws. File the FS-6T receipt next to your bill of sale, so you have it if a lapse letter arrives. After you sell lists the last steps.

Questions people ask
- When does an unplated car in Kiryas Joel count as abandoned?
- Once it has stood in a public place without plates for over 6 hours, under state section 1224. If it's worth $2,250 or less wholesale, the local authority owns it right away.
- My spouse is also on the title. Who has to sign?
- Either of you. New York lets one of two titled owners sell alone, while someone who is not on the title cannot sell at all.
- Is there a sale notice to file with the New York DMV?
- There is no such form. Pulling and surrendering the plates, holding on to the FS-6T receipt, and keeping your bill of sale for any insurance-lapse letter are what protect you.
