Lockport junk cars, with a title or without one
A Lockport junk car with no title can still have a legal route out. If the car books at $1,250 or under and has eight model years behind it, Form MV-35 lets its owner sell to a scrap processor, itinerant collector or dismantler that holds a DMV registration. The catch is that it can't get a title ever again, so it gets taken apart or crushed.

We buy whole non-running and junk cars, whether the paperwork is sorted yet or not. You sell the whole car as it sits, and pickup is free anywhere in the US, from a Lockport side street to the far side of Rochester.
MV-35, step by step
The form only works in a tight set of conditions:
- It belongs to the owner alone, meaning a person who bought the car and never got it titled, or one who misplaced the title.
- On the other end must be a DMV-registered dismantler, collector or scrap processor. Unlicensed buyers are shut out, and the form names tow-truck drivers among them, as it does private parties.
- Government ID goes on it twice: the owner's, and the ID of whoever drives or tows it in.
- Filing is due from the dismantler inside 15 business days.
The registration requirement has teeth. New York makes buying cars to strip for parts, or to resell as scrap, without a dismantler registration a class E felony. If the Lockport car is newer or worth more than the limit, skip MV-35 and request a duplicate title on Form MV-902 for $20.00; Albany prints it and mails it.
When state law takes a car
Lockport's code did not turn up online, so these are statewide rules and the city could add its own. Vehicle and Traffic Law Section 1224 treats a Lockport car as abandoned once it sits over 96 hours on someone else's property without permission. Think of a dead sedan left in a cousin's yard and forgotten. Six hours unplated in public, or over a day anywhere public, gets there too. Custody then falls to Lockport, because that is where the car was left.
Section 1224 stops at your own property line; a car at home is governed by local rules.
Who signs, and on what
Selling is reserved for whoever the title names. A title showing two people needs only one of them. That person fills in the transfer area printed on the title's reverse and signs MV-912, New York's bill of sale, listing buyer, seller, vehicle, VIN, price and date. There is no notary step. Giving the car away instead? For a Lockport gift, the price is $0 and the DTF-802 Statement of Transaction goes along. Some sellers fill in its Section 6.
Cars from model year 1972 and before never got New York titles. They change owners on the transferable registration.
Plates, then insurance
Plates and the windshield sticker leave with you, not the buyer. Surrender them while the policy is still active, or the registration risks suspension. Bring only the plates, since frames and fasteners get turned away, and file the FS-6T receipt the DMV gives you.

Questions people ask
- Can a Lockport owner sell without the title?
- In one case, yes. Form MV-35 lets a Lockport owner sell to three kinds of buyer: a scrap processor, an itinerant collector, or a dismantler listed with the DMV. The car must be eight model years old and valued at $1,250 or under. It can never be titled after that. Anything else needs a duplicate: Form MV-902, $20.00.
- Is there a Lockport junk-car ordinance?
- None that we could locate online. State law handles cars left publicly or on property owned by someone else. A car at home is up to local rules, which Lockport may well have.
- Where is the title for my 1972 model?
- It never existed. New York prints no title for model year 1972 or earlier, so the car changes hands on its transferable registration.
