Selling a dead or junk car in Garfield Heights

Garfield Heights gives a car that won't run two days. Section 355.07 covers “any partially dismantled, nonoperating, wrecked, junked or discarded vehicle” and gives it 48 hours on any property in the city. An enclosed building is the exception. If fixing it isn't worth it, selling is the other way out. We buy whole non-running and junk cars. Sell the whole car as it sits, with free pickup anywhere in the US.

What Section 355.07 covers

The section also has a broader sentence: “no person shall leave any vehicle any place within the City for a period exceeding forty-eight hours.” It exempts three places:

  • inside an enclosed building, a garage included
  • on the grounds of a lawfully run business that needs the car for its work
  • in a storage place or depository kept by the city

When a car appears to break the rule, the Safety Director or a designee can have it removed. It stays impounded until someone lawfully claims it or the city disposes of it under its ordinances.

A second track: junk cars kept with permission

Section 355.01 handles a junk car parked uncovered outdoors on private land with the owner's say-so. Once it has sat 72 hours, a certified notice can come from the Chief of Police, Council or the Zoning Board of Appeals. Count ten days from receipt: by then the car must be in a garage or comparable structure, or gone. After that the delay is presumed willful, and each extra 30-day block is a fresh offense.

Neighbors have a lever too. Section 355.02 covers a car someone left on another person's private land for more than 72 hours without permission: after a complaint, the Chief can have it towed to storage. To recover it, the owner proves ownership and pays for the removal and storage.

The Building Department enforces the Exterior Maintenance Code from the second floor of the Civic Center, 5407 Turney Road: 216-475-3835 or buildingdept@garfieldhts.org, weekdays 8 a.m. to 3:45 p.m.

What a tow costs here

The city's FAQ names Interstate Towing, 22151 Aurora Rd. in Bedford Heights, 216-475-0099, and posts these fees:

ChargeFee
Standard tow$95
Flatbed tow$125
Administration$25
Storage$15 per day

Release works like this: bring the title or registration plus ID to the Police Department, collect a tow release form, then present it at Interstate Towing and pay. Section 303.08 adds that overdue parking tickets get paid first, and that a written order from the Chief or a designee is what frees the car. For police, the FAQ gives 216-475-4551; ask for the Officer-in-Charge.

Snow emergencies clear every street

A 2-inch snowfall inside a 24-hour window triggers a snow emergency, and then no car may be parked on any city street. The only allowances are short: three minutes to drop off passengers, half an hour to load. It holds until the Mayor, the Safety Director or the Chief declares plowing done. A dead car at the curb has nowhere to go.

Title and plates

Ohio titles come from county clerks of courts. For Garfield Heights the nearest is Cuyahoga's Bedford office, 22121 Rockside Road, about 4 miles east as the crow flies. Downtown Cleveland's office, on the third floor at 2079 E. 9th St., is roughly 7 miles northwest. Summit County also runs one in Northfield Village, 10333 Northfield Rd., some 7 miles to the southeast.

Ohio wants every seller's signature on the assignment notarized, so sign it with a notary watching. Unbolt the plates before the car goes: they belong to you, not the buyer, because the registration lapses the moment ownership changes. After you sell has the remaining steps.

Getting an offer

Online or by phone at (877) 421-6008, describe the car: model year, make, model, miles on the clock, what broke, whether it starts, and the state of the title. Say where it is now: in the garage, out on the driveway, or in the Bedford Heights lot. The Cleveland and Parma pages cover the neighbors.

Questions people ask

How long may a broken-down car stay on a Garfield Heights driveway?
48 hours. Section 355.07 says no one shall allow “any partially dismantled, nonoperating, wrecked, junked or discarded vehicle to remain on such property longer than forty-eight hours.” The exemptions are a car in an enclosed building, one a lawful business needs on its own premises, and one in a city-run storage place.
What are the impound fees in Garfield Heights?
Interstate Towing's posted fees, per the city's FAQ: $95 standard tow, $125 flatbed, a $25 administration fee and $15 a day for storage. Overdue parking tickets come first under Section 303.08, and only a written order from the Chief or a designee releases the car.
Who takes a complaint about a junk car on the next lot?
The Building Department, which enforces the Exterior Maintenance Code: 216-475-3835 or buildingdept@garfieldhts.org, weekdays 8 a.m. to 3:45 p.m. If a car was left on your land for more than 72 hours without your permission, Section 355.02 lets the Chief order it into storage on your complaint.
