Selling an inoperable car in Bartlesville
In Bartlesville, one flat tire is enough for the city code to call a car inoperable. Section 11-3 names "a vehicle with a deflated tire or tires" in its definition, right beside cars on blocks and cars with no engine. If that sounds like the car at your house, we buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US.

How the code defines an inoperable car
Section 11-3 calls an inoperable motor vehicle one "which cannot be driven upon the public streets for reason including, but not limited to, being unlicensed, wrecked, abandoned, in a state of disrepair, or incapable of being moved under its own power."
It then gives examples: "a vehicle on blocks or similar devices, a vehicle with a deflated tire or tires, or a vehicle from which the engine, wheels or tires have been removed." Note that "being unlicensed" is one of the reasons. A car that still runs can count as inoperable.
The same section's definition of junk includes "stripped, substantially damaged, discarded or dismantled vehicles or machinery, or parts thereof." A car you have started taking apart fits there too.
The carport rule
An open carport can look like a handy place for a dead car. The code closes that off. Section 9.5 says an open carport "shall not be used for the outside storage of materials, equipment or goods or the parking and/or storage of inoperable vehicles."
The sections we read did not give a set number of days before the city acts, so we cannot tell you how long you have. Oklahoma law layers on a second limit. In Bartlesville, a car left 48 hours on a road or public land can be ruled abandoned if nothing shows the owner plans to move it.
Two counties, two title offices
The city straddles Washington and Osage counties. We checked one office in each county. Distances run from downtown Bartlesville, as the crow flies:
- Washington County: 400 S. Johnstone Ave., Bartlesville, (918) 337-2841, about 2 miles northwest.
- Osage County: 601 Grandview, Room 101, Pawhuska, 918.287.3101, about 22 miles west.
Service Oklahoma and licensed tag agencies also handle titles and tags.
Signing it over in Oklahoma
Sign the title's reverse side over to the buyer, listing any liens, and do it in front of a notary. The title goes with the car. Since July 1, 2025, new titles are electronic. Next, a Bartlesville seller signs Form 718 in front of a notary. Its name is the "Electronic Title Bill of Sale."
Keep the plate when the Bartlesville car leaves. State law calls plates "not transferable between motor vehicle owners," and you can have yours moved to a car of the same class. The buyer or seller has 2 business days to pre-register the sale with Service Oklahoma.
No title for a non-running car past its 10th model year? A certificate of ownership can stand in. And a car worth nothing beyond its parts and metal can have its title cancelled free.
Getting an offer
Call (877) 421-6008 or use the form. Name the model, give the miles if you know them, tell us if it can drive, and say if you have the title. Pickup can be from that carport, a downtown side street, or out past the Osage County line. Nearby pages cover Owasso and Tulsa; state rules are on the Oklahoma page.
Questions people ask
- Can one soft tire put a Bartlesville car on the wrong side of the code?
- It can. Section 11-3 names a vehicle with a deflated tire or tires as one example, next to unlicensed and wrecked cars, cars on blocks, and cars missing the engine, wheels or tires.
- Is a Bartlesville carport a legal spot for a car that won't run?
- Not an open carport. Under Section 9.5, you can't park or keep inoperable vehicles in an open carport.
- Which county office handles my title?
- Bartlesville sits in both Washington and Osage counties. We checked the Washington County office at 400 S. Johnstone Ave., roughly 2 miles northwest of downtown, plus the Osage County office in Pawhuska, roughly 22 miles west. Both distances are straight-line.
- What happens to my license plate?
- You keep it. Oklahoma plates stay with the owner and are not transferable between owners.
