Selling a dead or junk car in Owasso

Owasso sits in two counties, and the two title offices we checked are almost the same distance from the middle of town: Rogers County's in Claremore about 12 miles east, and Tulsa County's downtown about 13 miles southwest, both as the crow flies. If the dead car in your driveway is going nowhere but away, we buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US.

About Owasso's own rules

Owasso's ordinances were not online for us to read, so this page uses state law only. The state rules add to Owasso's own ordinances, and junk cars on private land are handled by city ordinance. So Owasso is free to set its own limits and notice periods. Check with the city before relying on the time frames below.

What Oklahoma law says about a parked dead car

On a highway or public property. Abandoning a car there is unlawful. Officers deem a car abandoned after 48 hours when no owner means to remove it.

On private property. 47 O.S. 954A works alongside any local ordinance. A property owner or legal possessor who reasonably believes a vehicle has sat abandoned there for at least 48 hours, or was left without permission, may have a licensed Class AA wrecker take it away with a Tow Request and Authorization Form. For the property owner's side, see car abandoned on your property.

The notices after a tow

  • Private tows. The Class AA wrecker asks for owner data within 3 business days, and within 7 days it must send the owner a certified letter saying where the car is held. Skip that step and the owner owes no storage.
  • Police impounds. Within 72 hours of an impound, Owasso police have to tell the Department of Public Safety. Within 3 days DPS finds the owner and lienholder and mails each a regular notice.
  • The lien. Whoever lawfully holds an abandoned vehicle has a special lien for expenses. The lien is foreclosed through a sale. For Owasso, notice is posted in three public spots in the county 10 or more days ahead, and that same day the owner is sent a copy by registered mail.
  • Contesting a public removal. A written hearing request is due within 10 days of the notice, and the hearing must follow within 72 hours.

More on getting through that in towed or impounded.

Paperwork from Owasso

Phone numbers for the two offices: Claremore (Rogers County, at 200 S. Lynn Riggs Blvd.) is 918-923-4797, and downtown Tulsa (Tulsa County, on the 8th floor of 218 W. 6th St.) is 918-596-5071. Service Oklahoma and licensed tag agencies are the other places titles are handled.

In Owasso the seller signs the title's back with a notary present, then hands it over with the car. Then, inside 2 business days, buyer or seller has to pre-register the transfer. The plate stays registered to you and can go on a same-class replacement. A car that sat unregistered owes back fees and penalties covering this year and the year before. After you sell covers the last steps.

Questions people ask

Does Owasso have its own junk-car rule?
We could not find Owasso's ordinances online. Oklahoma leaves junk cars on private property to city ordinances, so Owasso may have its own rules and deadlines. Check with the city.
A stranger abandoned a dead car on my land in Owasso. What can I do?
Under 47 O.S. 954A, on top of any Owasso ordinance, allows a property owner or legal possessor to have a licensed Class AA wrecker tow the car using a Tow Request and Authorization Form. That applies when they reasonably believe a vehicle was abandoned there 48 hours or more, or parked without permission.
A private lot had my car towed and I never got a letter. Do I owe storage?
State law gives a Class AA wrecker towing from private property 3 business days to ask for owner records and 7 days to send a certified letter telling you where the car is. When it misses that, you owe no storage.
