Selling a junk car in Moore
The Cleveland County office we checked for Moore is not in Moore at all. It is at 201 S. Jones Ave. in Norman, about 8 miles south of the middle of Moore as the crow flies. That matters less than it sounds, because selling a dead car does not have to mean a drive. We buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US, including Moore's 22.094 square miles.

What applies when the city code is not online
Our search came up empty for Moore's city code, which means no local junk-car section to quote. Moore may well have one anyway. State law describes its own abandoned-vehicle process as working in addition to local ordinances, and says cities handle junk cars on private property by ordinance. If Moore has written to you about a car, follow that letter first.
The state rules below cover the situations Moore owners ask about most.
A car someone else left on your property
47 O.S. 954A covers this. If you own or lawfully hold the land and reasonably think a stranger's car has sat there 48 hours or longer, or arrived without your permission, you can have it hauled away. The tow must be done by a licensed Class AA wrecker, using a Tow Request and Authorization Form. More on that in car abandoned on your property.
When your own car is the one towed
After a Class AA wrecker takes a car from private land, it has 3 business days to ask the state for the owner. It then has 7 days to mail certified notice saying where the car is. If the wrecker skips those steps, the owner owes no storage.
Holding an abandoned car lawfully gives that holder a special lien covering expenses. Foreclosing it means a sale, preceded by notices posted at three public spots around the county, 10 days or more ahead, with registered mail going to the owner on the posting date. None of that can start until 10 days after the lien arises.
No title? The certificate of ownership
This is the state rule that helps the most with old junk cars. Picture an older car, outside the most recent 10 model years, that will not run, or any car headed to a scrap metal buyer. With the title lost, cancelled or simply unavailable, Service Oklahoma's certificate of ownership lets it change owners anyway.
On it go both parties' names and addresses, the seller's license or Social Security number, plus make, model and VIN. It comes in triplicate. Within 30 days, the seller sends one copy and a $4.00 fee to Service Oklahoma or a licensed tag agency. Our guide to selling with no title covers the other routes.
When you do have the title
Fill in the back, note liens, and take the oath in front of a notary. Electronic titles swap in a notarized Form 718 bill of sale. Pull your plate before the car leaves. Oklahoma plates stay with the owner and cannot pass to the buyer.

Questions people ask
- Does Moore have a junk-car ordinance?
- We could not reach Moore's code online when we looked, so this page relies on state law. Oklahoma's process runs in addition to any local ordinance, meaning Moore can set extra requirements.
- A stranger's car is parked on my Moore property. What can I do?
- 47 O.S. 954A lets an owner or legal possessor who reasonably believes the car has been abandoned for 48 hours or more, or was left without permission, call a Class AA wrecker. The tow uses a Tow Request and Authorization Form.
- No title for an old clunker in Moore. Is selling still possible?
- Often. Cars older than the latest 10 model years that cannot run, and cars bought by scrap metal dealers, may use Service Oklahoma's certificate of ownership in place of a missing title. The seller mails one copy with $4 inside 30 days.
- Does the title signature need a notary?
- Yes, every time. Paper assignment or electronic bill of sale, Oklahoma has the seller swear to it before a notary.
