Selling a junk car in Norman

Norman spreads across 178.653 square miles of land, by the Census Bureau's count, and about 130,943 people live in it. A car that quit somewhere in all that space still has to go somewhere, and we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US, Norman included.

Norman's ordinance: not online, so the statute fills in

We searched for Norman's junk-car ordinance without finding the city code online. That gap does not prove Norman lacks one. The Oklahoma statute says its process sits on top of local ordinances, and it lets each city deal with junk cars on private property. Read what follows as a baseline, and phone the city if an inspector or a neighbor has already flagged the car.

Here is what state law does say:

  • 48 hours on public property. In Norman, a car can't legally be left on a highway or any other public property. Officers deem it abandoned once 48 hours pass with no owner intending to move it.
  • 72 hours to report an impound. After a car is impounded, the officer has 72 hours to notify the Department of Public Safety. DPS then looks up the owner and any lienholder and mails them notice by regular mail within 3 days.
  • 10 days to contest. Where a public agency did the towing, a written request filed inside 10 days of that notice gets you a hearing, and it takes place no more than 72 hours after you ask.

If the car is already in a tow lot and you would rather not pay to get it out, our page on towed or impounded cars walks through the choices.

Signing the title in Cleveland County

Among Cleveland County's offices, the one on our list sits at 201 S. Jones Ave. in Norman, phone (405) 366-0217, roughly 6 miles west of central Norman as the crow flies. Others may exist. Across the state, Service Oklahoma and its tag agencies handle titles and tags.

A notary has to witness the seller's oath. With paper, complete the back-of-title assignment, liens included, then sign while the notary watches. Titles went electronic in Oklahoma on July 1, 2025; for one of those, print Form 718 from Service Oklahoma's site, complete it, get it notarized, and give that sheet to the buyer instead of paper.

One step is new. Inside 2 business days after the sale, somebody, seller or buyer, has to complete pre-registration, online or in person, naming the vehicle, the buyer and the plate.

Norman sellers keep the tag

47 O.S. 1112.2 ties plate and registration to the owner, never the vehicle, so unscrew it before the car rolls away. Buy a replacement in the same class later and the remaining registration period can ride along on that plate.

Getting an offer

Use the form or call (877) 421-6008. Tell us about your Norman car on the form, including if your title is paper, electronic or missing. Pickup happens where the car rests, be that a Main Street curb, a carport, or a gravel spot out on Norman's edges. No-start cars get their own page: car doesn't run.

Questions people ask

Does Norman have its own junk-car ordinance?
Norman's city code wouldn't load online when we checked, so most of this page rests on state law. That statute works alongside local ordinances, so Norman could add stricter terms. Check with City Hall before banking on extra time.
When does Oklahoma treat a stalled car on a Norman street as abandoned?
A Norman owner may not leave a car abandoned on public property or a highway under Oklahoma law. Officers may deem it abandoned once 48 hours pass with no sign the owner means to move it.
My car was towed by a public agency. Can I contest it?
Yes. Ask for a hearing in writing within 10 days of getting the notice. Oklahoma then has to hold it within 72 hours.
Does my Oklahoma tag leave with the car I sell in Norman?
No. Oklahoma keeps the plate in the seller's name, and it never transfers to a buyer. Service Oklahoma can shift it onto a later vehicle of the same registration class.
