Selling a junk or dead car in Sand Springs
Sand Springs puts its junk-car notice on the car itself, and the appeal clock starts that day. Section 8.20.010 runs the window "(seven days) from the date notice was affixed to the vehicle." If you would rather sell it first, we buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US, on either the Osage County or the Tulsa County side of town.

What Sand Springs calls a junked vehicle
The city's definitions section names a "dismantled, junked, abandoned, unserviceable, or inoperable vehicle." It applies when such a car "is located upon private" property, not just when it sits on a street. Once the city finds that the car fits, the code says "that the vehicle is a nuisance."
Three points from the same section shape what happens next:
- Notice is posted on the car. Your time to appeal runs from "the date notice was affixed to the vehicle," so look at the windshield of any car that has sat a while.
- Seven days to appeal. The code allows an appeal of a junked or abandoned vehicle finding within that window.
- Fees go to the wrecker. If the car is towed, "impound towing and storage fees shall be paid to the wrecker service where the vehicle" is held.
The zoning code also lists "Storage of Abandoned or Inoperative Vehicles reclaimed from Wrecker Service" among the uses with specific use permit requirements in the SR district. A yard full of dead cars is a land use the city regulates, not just a parking matter.
If the car is already towed
State law sets the notice steps. Sand Springs police have 72 hours after an impound to notify the Department of Public Safety. That agency then has 3 days to mail the owner and lienholder. You can contest a public-agency removal by asking in writing for a hearing within 10 days of notice. The hearing is held within 72 hours of the request.
Whoever holds an abandoned car has a special lien for expenses. Before a lien sale, notice is posted in three public places in the county at least 10 days ahead and mailed to the owner by registered mail.

Oklahoma title and plate rules
Titles from Service Oklahoma have been electronic since July 1, 2025. A paper title you already hold is still good until the next sale. With a paper title, endorse the back, complete the assignment with warranty of title, and swear it before a notary. With an electronic one, print Form 718, the bill of sale Service Oklahoma uses in place of an electronic title, fill it out, have it notarized, and hand it over instead.
The sale has to be pre-registered with Service Oklahoma by you or the buyer within 2 business days. Titles issued since January 2006 carry a tear-off Notice of Transfer tab that is processed like the optional Form 773. The buyer then has 30 days from delivery to present the title and pay the $11 title fee.
Plates stay with you. If you leave an unexpired plate on the car, the buyer must remove and destroy it. Oklahoma has no emissions testing.
If a wreck brought you here, the state's salvage line is repair costing over 60% of value on a car within the last 10 model years. To count as a "junked vehicle," a car must be unfit to run on the highway, have value only as parts or scrap, and be down 80% from its fair market value.
