Eugene: part it out, or sell the car whole
Planning to pull parts off a dead car in Eugene and sell what's left? Oregon wants to hear about it first. Under ORS 819.010, a Eugene owner must notify the DMV at least 7 days ahead of wrecking, dismantling or taking apart a titled or registered car. There's a simpler route for Eugene owners. We buy whole non-running and junk cars, so you can sell the whole car as it sits, Eugene included in our free pickup anywhere in the US.

Parting out vs. selling whole
The 7-day notice is only the start. Is the Eugene work visible from a public right of way? The state allows 30 days to wrap up. A car that is dismantled or "substantially altered" has its Oregon title turned in to the DMV. A dismantler's or wrecker's bill of sale does not count as a title there. Pull the engine from a car in a Eugene driveway, and the shell left behind is harder to sell legally than the whole car would have been. Part it out or sell it whole compares the two.
When a Eugene car sits too long
Oregon treats abandoning a vehicle as an offense whether it's left on a highway or on someone's land, and it bills the towing and disposal to the owner of record. If no one claims a towed car in 30 days, it is sold at public auction or dealt with by local ordinance. Should a certified appraiser value one at $1,000 or under, disposal can follow once the registered owner and secured parties get notice and photos are taken.
Say a stranger's car was left on your Eugene property. The DMV puts it simply: "You cannot claim ownership of an abandoned vehicle on your property." For a Eugene lot, ORS 98.830 allows a tow once a notice has stayed on the car 72 hours or more and you've signed a form that says which car and where. DMV hands out no form and keeps the owner's name to itself.
Registration that ran out
A car that has sat behind a Eugene house for years doesn't owe a pile of back fees. ORS 803.455 sets the cost of renewing an expired registration at the same fee as any registration. Not renewing is a Class D traffic violation, one more reason to keep a dead car off the street.
The Valley River Center DMV office
We looked up the office at 499 Valley River Center (541-686-7855). It sits under a mile northeast of central Eugene, measured straight across.
In Eugene, as anywhere in Oregon, the seller signs the title's back and dates it. A bill of sale also serves. Had financing? That lienholder has to sign its interest away. If the Eugene car is a 2011 or later model and not yet 20 years old, the buyer and seller each sign a written mileage record. No notarizing is listed among the DMV's steps for a seller. When the title does not show the seller's name, the buyer needs a bill of sale. At a minimum it lists the VIN, a release of interest, and printed names, signatures and the date. Get a new title first if the old one is lost.
Plates and the report of sale
Removing plates before the sale is your choice in Eugene. Plates left on go with the car, and putting them on a different owner's car stops the rest of the registration on both. Report the sale within 10 days on DMV2U, naming the buyer and adding the address. Once that's filed and the title is signed over, Oregon law stops blaming you for where the buyer parks, drives or leaves the car.

Questions people ask
- May I strip parts off a car in Eugene before selling it?
- Oregon wants 7 days' notice to the DMV before anyone wrecks, dismantles or takes apart a titled or registered car. Visible from a public right of way? Then the work has to be finished within 30 days. A dismantled car's title is surrendered to the DMV.
- Has Eugene written its own junk-car rules?
- We came up empty looking for Eugene's municipal code online, so this page relies on Oregon law. Eugene may set extra local limits on inoperable or stored cars, and the city can say.
- The registration on my Eugene car lapsed long ago. Are back fees due?
- No. ORS 803.455 makes renewing an expired registration cost the same as any registration. Not renewing is a Class D traffic violation.
- Does Oregon want the title notarized when a Eugene car is sold?
- No notarizing is listed among the DMV's steps for a seller. The seller signs the title's back and dates it, or uses a bill of sale, and any lienholder signs its interest away.
