Selling a junk or dead car in Roseburg
Roseburg allows a dead car five days on private land. Section 7.04.170 says no one may "cause or allow an inoperative, wrecked, dismantled, neglected or discarded vehicle to remain upon private property within the City for more than five days." The only exceptions are a car "completely enclosed within a legally permitted building," or one "stored by a licensed business enterprise dealing in junked vehicles."

If your Roseburg car won't be driven again, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US, in town or out along the Umpqua.
What Roseburg counts as junked
Section 7.04.005 sets the tests. A car is caught when it "appears to be inoperative or disabled," or when it "appears to be wrecked, partially dismantled or junked," which the code spells out as a car that lacks "an engine, transmission, wheel, tire, door, body panel, windshield, window, or any other part or equipment necessary to operate safely on the highway."
Paperwork counts too. The list covers expired, canceled or altered plates or stickers, plates from another car, no plates at all, and a car ODOT's records show as sold where the new owner never registered it.
Loose parts are covered as well: "unassembled or partially assembled vehicle parts," including tires, batteries, engines, transmissions, bodies and frames.
If it gets towed
A tow company working at the Chief of Police's request holds "a lien on the vehicle and its contents for reasonable towing and storage charges," may hang on to the car until paid, and "may sell the vehicle to satisfy the lien." After an abandoned or hazardous car is towed, notice "shall be mailed within 48 hours of removal (excluding Saturday, Sunday, and holidays) to the owner."
On public property, shuffling the car a few blocks resets nothing. Within 30 days of the first pre-tow notice, a car that moved elsewhere in Roseburg and still sits on public property can be towed with no second notice. On a street, in a public lot or in a park, it has to leave the premises entirely.
The DMV office on NE Cedar St
The Roseburg office we checked is at 1331 NE Cedar St, under a mile north of downtown Roseburg as the crow flies; phone 541-440-3395. Titles in Oregon are a state matter, handled by DMV.
Roseburg sellers date and sign one of two papers: a bill of sale, or the reverse side of the title. A lender who is still owed also signs a loan release. For a 2011-and-up model younger than 20, an odometer disclosure needs both your signature and the buyer's. Notaries don't appear among DMV's seller steps. Within 10 days, put the buyer's name and address into DMV2U; that report, together with the assigned title, keeps Oregon from pinning the buyer's parking or abandoning on you.
Title gone missing? Replace it before the sale; the charge is just the regular title fee. A car another state has branded non-repairable, junk or scrap can't get an Oregon title at all. More in junk car with no title.
No DEQ test here
Oregon's emissions testing stops at the Portland and Medford metro areas. Roseburg is in Douglas County, inside neither, so a failed test isn't what parks cars here. DEQ's boundary lookup will settle doubts about a particular address.

Questions people ask
- What is the Roseburg deadline for a dead car on private land?
- Five days. Past that point, Section 7.04.170 bars keeping an inoperative, wrecked, dismantled, neglected or discarded car on private property in Roseburg. Roseburg makes two exceptions: a car shut fully inside a building that is legally permitted, or one held by a business lawfully dealing in junked vehicles.
- My car is missing a door and a tire. Does Roseburg count it as junked?
- Likely. Section 7.04.005 lists a car that appears wrecked, partly dismantled or junked, including one that lacks an engine, transmission, wheel, tire, door, body panel, windshield, window or any other part needed to drive safely.
- Where is the DMV office in Roseburg?
- The office we checked is at 1331 NE Cedar St, under a mile north of downtown Roseburg as the crow flies. Its phone is 541-440-3395.
- Do I need a DEQ emissions test to sell a car in Roseburg?
- DEQ testing reaches only the Portland and Medford metro areas. Roseburg is in Douglas County, its own micro area. DEQ's boundary lookup checks any registration address if there is doubt.
