Selling a junk or dead car in Hillsboro

In Hillsboro, the moment a dead car's tags expire, the street stops being a place to keep it. Under Section 8.12.030 of the city code, no one may park a vehicle "on public land or on a street if the vehicle is not displaying valid vehicle registration as required by state law." Once a parked car's registration runs out, it cannot stay at the curb. If yours is there, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

Hillsboro's street rules for a car that won't move

  • No valid tags, no street parking. That is the 8.12.030 rule above, and it covers public land as well as streets.
  • Street maintenance. Section 8.24.020 lets an officer have a car "impounded and towed" from a street under maintenance when it "potentially interferes with such work," notice was mailed to the addresses on that street and signs went up "not less than 36 hours in advance of such work." A car that cannot be moved cannot get out of the way.
  • Trucks. In spots with no posted limit, Section 8.12.020 bars parking a truck, truck trailer or large commercial vehicle for more than 30 minutes unless it is being used for the property right next to it and meets the code's other conditions.
  • After a tow. Section 3.10.030 says an officer "shall inspect the exterior and interior of every lawfully impounded vehicle." See towed or impounded for getting one back.

Under ORS 803.455, bringing back a lapsed registration costs the same as any other registration. No back fees are added. A lapse counts as a Class D traffic violation. Our guide on tickets or registration holds has more.

State law on abandoned cars

The city sections above deal with streets. Wherever a car is left, Oregon treats abandoning it on public or private property as an offense. The owner listed in DMV records pays for towing and disposal. When a towed Hillsboro car sits 30 days unclaimed, it goes to auction or is disposed of under local ordinance. Hillsboro falls inside the Portland metro area too, so DEQ checks its passenger cars that are not exempt every two years.

The DMV office on SW Oak Street

Oregon titles are state-issued. Suite H, 1300 SW Oak St, Hillsboro is where the Hillsboro DMV sits, phone 503-299-9999, about 3 miles west of downtown on a map. Hillsboro owners who mail their papers send them to 1905 Lana Ave NE, Salem OR 97314, the DMV Services address.

Signing it over

A Hillsboro seller can put a signature and date on a bill of sale, or do the same on the title's back. Have the lienholder release its interest if there was a loan. For a 2011 or newer Hillsboro car under 20 years old, buyer and seller each sign an odometer disclosure. DMV's seller steps include no notary. Then report the Hillsboro sale on DMV2U within 10 days, giving the buyer's name and address. After a Hillsboro sale is reported and the title signed over, the buyer's parking, driving or abandoning of the car is no longer on you.

If the title is lost, get a new one before the sale. For Hillsboro sellers, only the normal title fee applies. Fuel economy sets it at $101, $106 or $116, while a fully electric car costs $192.

Plates may come off before the sale and go on another car you own. Put them on a car another person owns, and both cars lose the registration time they had left.
