Selling a junk car in Keizer

Keizer's code spells out how to keep a dead car legally outdoors. Section 24-132 says "one inoperable vehicle" may be stored outside on private property, "if fully screened by a 100 percent sight-obscuring fence, wall, or hedge." The full limit reads "one inoperable vehicle and/or construction materials covering no more than 200 square feet in area."

What Keizer calls junk and wrecked

The development code's definitions in 1.200.04 are broad. "Junk," "regardless of value," includes "any derelict, neglected, or wrecked motor vehicle or parts thereof." A wrecked vehicle is one that is "dismantled, or partially dismantled, or having a broken or missing window or windshield, or lacking a wheel or tire." Devoting over 200 square feet of a Keizer lot to scrap storage or car wrecking counts as a salvage use under the same definitions.

For businesses, the code is stricter. At service stations and auto service shops, "No inoperative vehicles or used vehicle parts shall be stored outside a building for any period longer than 72 hours."

On Keizer streets

Two rules kick in once a car is at the curb.

  • No dead cars at all. Section 40-87 forbids parking any motor vehicle "which is inoperable or uninsured," or that breaks a list of Oregon registration and title laws, "on any highway within the city limits."
  • 72 hours for everyone. Section 40-86 bars parking any vehicle "in excess of 72 consecutive hours on any highway of the city." Moving the car ends the parked period.

After an impound

Section 40-96 gives the driver or the owner a hearing to fight the impound, the fees, or both. The written request "must be made not more than five calendar days of the receipt of notice from the impounding agency." If the judge upholds it, the person liable pays "usual and customary towing, storage, and administrative costs." An owner who didn't know the driver was breaking the rule escapes the fee unless the court finds they knew or had good reason to know. Getting a car back is covered in towed or impounded.

Title paperwork from Keizer

Keizer is a Marion County city. One DMV office we checked sits in Salem at 955 Lancaster Dr NE, roughly 5 miles southeast of Keizer as the crow flies; phone 503-945-5000. Oregon titles come from the state.

Here is what you do. Sign and date the title's reverse side (or make a bill of sale), and if a loan was on the car, get a release from the lender. If it's a 2011 or newer under the 20-year mark, you and the buyer both sign the mileage statement. Nothing in DMV's seller steps calls for a notary. A lost Keizer title needs replacing before the sale. Next, report the sale on DMV2U within 10 days and list the buyer and their address. After that, the Vehicle Code does not hold you liable if the buyer later parks or abandons it. Plates may leave with you, and they hold their registration only on another car in your name.

Questions people ask

Is a dead car allowed to sit in a Keizer yard?
One, if it is hidden. Section 24-132 allows one inoperable vehicle and/or construction materials covering no more than 200 square feet to be stored outdoors on private property, but only if fully screened by a 100 percent sight-obscuring fence, wall or hedge.
What about a dead car parked on a Keizer street?
Not allowed. Section 40-87 makes it unlawful to park an inoperable or uninsured car, or one in violation of a list of Oregon registration and title statutes, on any highway in the city. Separately, Section 40-86 bars parking any vehicle more than 72 consecutive hours.
How do I contest a Keizer impound?
Under Section 40-96, the driver or the owner can ask for a hearing on the impound, the fees, or both. The written request has to be made not more than five calendar days after receiving notice from the impounding agency.
