Selling a dead car in Woodburn

A dead car that gets towed in Woodburn has 30 days before someone else decides its fate. A towed car nobody claims in that window goes to public auction under Oregon law (ORS 87.192 and 87.196), or local ordinance handles its disposal. Meanwhile the bill grows, and the owner on DMV's records answers for the towing and disposal.

The state rules that apply here

The Woodburn code text we gathered sets no junk-car rule, so this page works from Oregon statutes. Woodburn might still regulate this locally; a call to city hall before a dead car sits for months is cheap insurance.

Oregon law covers three situations:

  • Abandoning. Oregon law bars leaving a Woodburn car behind on a highway or any public or private land. The owner in DMV's records covers towing and disposal costs.
  • Low-value cars. $1,000 or less, set by a certified appraiser, lets Woodburn remove an abandoned car. Photos come first, and the registered owner and secured parties are notified. In Woodburn as elsewhere, that dollar line decides how a car gets disposed of; it says nothing about what yours is worth.
  • A car on someone else's lot. ORS 98.830 gives a Woodburn lot owner a path: post a notice for 72 hours or more, sign a form naming the car and its spot, then tow. DMV supplies no form and won't release the owner's name.

If a stranger's car died on your land instead, DMV is blunt: "You cannot claim ownership of an abandoned vehicle on your property." See car abandoned on your property.

Parting it out yourself

Is your Woodburn car titled or registered, and do you plan to wreck it or strip it down? DMV needs to hear from the owner 7 days or more ahead. Work that shows from a public right of way has 30 days to be done. Once dismantled, the title goes back to DMV. A wrecker's bill of sale will not replace the title at DMV either, which makes a partly stripped Woodburn car without a title tough to sell.

DMV office and title steps

Woodburn lies in Marion County. We looked up the Salem DMV office at 955 Lancaster Dr NE, about 15 miles southwest of Woodburn's square measured straight; call 503-945-5000. Oregon handles titles at the state level.

Selling means signing the title's reverse with the date (a bill of sale also does the job), getting a lender's release signature if one applies, and, for 2011-or-later models below age 20, a mileage disclosure with two signatures, yours and the buyer's. Notaries aren't on DMV's seller list. Within 10 days, file the Woodburn sale on DMV2U, listing who bought it and where they live. After that filing and a signed-over title, the buyer answers for any parking or abandoning. The buyer gets 30 days to retitle before $25 to $50 in late fees. Plates can come off, but they keep registration only on a car you own.

Questions people ask

What happens to a towed car nobody picks up in Oregon?
Under ORS 87.192 and 87.196, a Woodburn car nobody claims in thirty days goes to public auction, unless a local ordinance says otherwise. Woodburn draws the line at $1,000 or less. If a certified appraiser values the car there, the city photographs it, notifies the registered owner and secured parties, and can then dispose of it.
Someone left a dead car on my Woodburn lot. Can I just keep it?
No. Oregon DMV says: "You cannot claim ownership of an abandoned vehicle on your property." A Woodburn landowner can still use ORS 98.830. In Woodburn, a tow comes after a notice has been posted on the car for 72 hours or more. The owner then fills in a form naming the car and where it sits.
Does Woodburn have its own junk-car ordinance?
Our search came up empty, so Oregon statutes guide this page. Woodburn may still regulate inoperable or stored cars locally, so ask city hall before leaving one parked a long while.
