Selling a dead or junk car in Alamo

Alamo gives a dead car 30 straight days on private land before its code calls it junked. Left on public property, it gets only 72 hours. A car that died on the driveway five weeks ago is already over that line. We buy whole non-running and junk cars. You sell the whole car as it sits, and there is free pickup anywhere in the US, Alamo included.

Three ways a car becomes "junked" in Alamo

Section 6-5-1 of the city code lists them. A vehicle qualifies if it is:

  • "A wrecked, dismantled or partially dismantled, or discarded vehicle"
  • a motor vehicle "inoperable for 72 consecutive hours if the vehicle is on public property; or 30 consecutive days if the vehicle is on private property"
  • an inoperable vehicle without "an unexpired license plate or a valid motor vehicle safety inspection certificate"

That last test still names the inspection sticker, which Texas stopped requiring on noncommercial vehicles on January 1, 2025, under House Bill 3297.

Section 6-5-2 declares a junked vehicle a public nuisance when it sits in plain view of a road or other public ground, and maintaining one is an offense. For the fine, the section points to the city's general penalty in Section 1-4-1, and on conviction the court must order the car removed. The chapter offers one way out, and it is a building. Lock the car in a garage or shed that no one can see into from the road or the next lot, and the rules stop applying. A tarp gets no mention.

Separately, Section 3-5-1 bans any place used for wrecking cars or storing "worn-out, wrecked or abandoned automobiles" inside city limits unless it is a licensed junk yard.

The certified letter and its 10 working days

Section 6-5-3 has the Code Enforcement Officer send certified mail to whoever owns or lives on the premises. It says the car "must be removed and/or abated within ten working (10) days." A hearing request has to come inside that same window. The Chief of Police also tells the registered owner and any lienholder, in person, by phone or by certified mail. If the post office sends the letter back, the city pushes its action to at least 10 days after the returned receipt. Section 6-5-4 lets the officer come onto private property to look at the vehicle and to have it removed.

Streets, city lots and tows

Under Section 6-3-4, no vehicle may stay parked over 48 hours on any Alamo street, alley or public way. It also bars using a city parking lot to dismantle or repair a car. A parking citation means showing up in municipal court within 10 days or paying the fine, and the top fine for a parking violation is $500. Under Section 6-3-7, a towed car comes back once every fee is paid to the designated wrecker service, but paying does not cancel the parking charge.

Code Enforcement takes calls at (956) 787-0006 ext. 132 and has an online complaint form. The police department's number on that page is 787-1454 (area code 956), and its records division is at 423 N. Tower Rd.

Paperwork through Hidalgo County

Texas runs titles through each county's tax assessor-collector, so there is no state DMV window to visit. The Hidalgo County office is at 2804 S. Business Hwy 281 in Edinburg, (956) 318-2157, about 7 miles northwest of the middle of Alamo as the crow flies.

A notary is not part of it. Fill in the date you sold the car and its odometer number on the title, then sign. The buyer also gets your signed Form 130-U showing what they paid. Within 30 days, send TxDMV word of the sale through its online notice or on paper Form VTR-346, so later tolls and tickets land on the new owner. The plates are yours to unscrew. Bolt them onto another vehicle in the same class, hang on to them, or mar them past use before throwing them out. The registration sticker stays put. See after you sell and the Texas page.

Getting an offer

Use the offer link above or call (877) 421-6008. Share the vehicle's year and model, whether the starter does anything, and who the title belongs to. The pickup truck goes to the car, from a driveway off Tower Road to a shop lot in Pharr or San Juan.

Questions people ask

Is there a deadline for a broken car parked at my Alamo home?
Under Section 6-5-1, a motor vehicle that stays inoperable for 30 consecutive days on private property counts as junked. Once it is in plain view of a road or other public ground, Section 6-5-2 treats it as a public nuisance. Left on public property, it gets 72 consecutive hours.
What happens after Alamo Code Enforcement sends a letter?
The certified notice says the nuisance must be removed within 10 working days, and a hearing must be asked for within those same 10 days. If the post office returns the letter undelivered, the city continues its action to a date at least 10 days after the returned receipt.
Does a car cover keep my car legal in Alamo?
The exemption covers only a car locked away inside a building that neither the street nor the neighbors can see into. Covers are not named anywhere in that exception.
Does the Texas title need a notary stamp?
No. According to TxDMV, neither the title assignment, the bill of sale nor the odometer statement has to be notarized. Put the sale date and odometer figure on the title, sign it, and hand the buyer a 130-U showing the price, signed by you.
