Selling a dead or junk car in Conroe
Covering a dead car with a tarp does not help in Conroe. Its code enforcement page puts it flatly: a tarp or cover on a vehicle is not proper storage. That page also says a junked car is fine if a garage encloses it or a privacy fence screens it from public view. The ordinance is narrower than the web page: it exempts a vehicle "completely enclosed within a building in a lawful manner where it is not visible from the street or other public property", plus dealer, junkyard and antique cases.

When a car becomes junked in Conroe
Section 26-81 defines a junked vehicle as "a motor vehicle that is inoperable and does not have lawfully affixed to it either an unexpired license plate or a valid motor vehicle safety inspection certificate". From there, any of three conditions finishes the job: it "Is wrecked, dismantled, partially dismantled, or discarded", or it "Remains inoperable for a continuous period of more than 30 consecutive days, if the vehicle is on private property", or it "Remains inoperable for 72 consecutive hours if the vehicle is on public property."
Notice the safety certificate in that clause. House Bill 3297 did away with yearly safety checks for noncommercial cars starting January 1, 2025, yet the ordinance still names one. Montgomery County remains on the state's emissions-testing list.
Section 26-82 declares junked vehicles a public nuisance when they sit where the public can see them, and lets police take any such car "located on a public right-of-way, or public or private property."
Notice, hearing, demolition
Section 26-84 says "No junked vehicle constituting a public nuisance may be removed except upon the order of the municipal judge of the city following written notice." The letter travels certified, five-day return receipt, to the owner on record and any lien holder, with a matching copy to whoever owns or occupies the land. In the code's words it must say the car "must be removed and abated before the expiration of the tenth day following receipt of such notice, and that a request for a hearing must be made before the expiration of the ten-day period."
- No address on file for the owner? Conroe can post the notice on the junked car, and "Notice given by placement on the junked vehicle shall be deemed returned on the tenth day following the date upon which such notice was placed upon the junked vehicle."
- At the hearing, "it is presumed, unless otherwise demonstrated by the owner, that the vehicle is inoperable." A nuisance finding brings an order for the police to tow it at once.
- Each removal order must "require the demolition of the junked vehicle". It is never rebuilt or put back on the road.
- Five days after removal at most, police notify the state and request that the car's title be cancelled.
Article III carries no penalty of its own, so the general penalty fills the gap: a fine of as much as $500, and each day stands as its own violation.
Code Enforcement (Community Development) is at 300 West Davis Street, 936-522-3613, open Monday to Thursday 7:30am to 5:30pm and Friday 8:00am to 5:00pm. The police department's listed phone is (936) 522-3200, at 2300 Plantation Drive.
If it quit on Loop 336
Section 66-66 bans parking on the shoulder of Loop 336 in either direction. A crash or other emergency is a defense, but a dead car should not stay there.
Title work close to home
The Montgomery County tax office is right in town at 400 N. San Jacinto St, a couple of miles southeast of central Conroe as the crow flies, (936) 539-7896. The buyer takes the title application there.
To register here, the new owner must show a passing emissions record when none is already on file. If you have the car's most recent Vehicle Inspection Report, leave it in the glovebox; TxDMV suggests buyers ask for it. Sign over the title, sign a Form 130-U for the buyer, keep or deface your plates, and file the transfer notice with TxDMV before 30 days pass. Failed inspection or rust covers cars that will not pass, and the Texas page has the rest.

Questions people ask
- Does a tarp over the car satisfy Conroe's code?
- No. According to the city's code enforcement page, covering the car is not proper storage. The ordinance itself excuses a car only when it is "completely enclosed within a building in a lawful manner where it is not visible from the street or other public property".
- What if I never got Conroe's certified letter?
- Then the code says "such public hearing shall be conducted before the municipal judge prior to ordering the removal of the motor vehicle." When nobody knows the owner's address, the notice may go on the car itself and is treated as returned ten days later.
- Can I get the car back and fix it after Conroe removes it?
- No. Each removal order must "require the demolition of the junked vehicle and shall prohibit it from being reconstructed or made operable following its removal." Inside five days, police ask the state to cancel the title.
- Where is the Montgomery County tax office?
- On North San Jacinto Street in Conroe itself: 400 N. San Jacinto St, a couple of miles southeast of the town's center, (936) 539-7896.
