A dead car in Huntsville: the rules and the sale
If Huntsville removes a junked car and sells it to a demolisher, the owner may still have money coming. Section 44-229 says the city repays its removal cost first, then "Any remainder of the proceeds of a sale shall be held for the owner of the junked vehicle or entitled lienholder for 90 days." Selling the car yourself is simpler: we buy whole non-running and junk cars, and you sell the whole car as it sits, with free pickup anywhere in the US.

A common complaint in Huntsville
The city's Code Enforcement page lists junk, inoperable or abandoned vehicles among its four most common complaints, beside overgrown vegetation, substandard structures and trash. Huntsville did not write its own junk definition; Section 44-223 points to Texas Transportation Code 683.071, as amended. The city's page translates it: a self-propelled car whose registration or inspection sticker has lapsed, which is wrecked, dismantled or partly dismantled, or which has been unable to run for over 72 hours beside a public road or 30 days straight on private land. That page also ties the test to section 302.8 of the 2021 International Property Maintenance Code, which the city adopted.
Exceptions come from state law too. Section 44-226 points to Transportation Code 683.077 and lists nothing of its own, tarps and covers included.
The building official's letter
Notice comes from the building official or a designee. It travels by certified mail, five-day return asked, and is addressed to the final owner on the registration, anyone holding a recorded lien, and whoever owns or occupies the parcel (or the parcel beside the public right-of-way). With no known address, it can go on the vehicle. The car has to be gone "not later than the tenth day after the date on which the notice is mailed", and a hearing must be asked for before those ten days end.
A requested hearing lands in municipal court on day 11 or later, and the car is treated as not running unless you prove it runs. With no request, the city removes it. After a hearing order, the removal can be done by the building official, the chief of police, the judge, or someone one of them authorizes. Afterward the car "shall not be reconstructed or made operable", and it leaves only as scrap or salvage.
The offense covers keeping the nuisance, failing to remove it, refusing the notice, and refusing a removal order. Huntsville tops the misdemeanor fine out at $200, and a guilty verdict also comes with a court order to clear the car.
Code Enforcement is at 448 SH 75 N, weekdays 8 a.m. to 5 p.m.; its officers answer at 936-294-5769 and 936-294-5767. The police department's line is 936-291-5480, or 936-435-8001 after hours.
Street repairs and city tows
Section 44-132 makes it an offense to park on a public street to repair or service a car. The defense is an emergency repair with the car off the street within one hour of breaking down. Anything 19 feet long or more, or hitched to a trailer, has to leave a public street before a full day (24 consecutive hours) is up.
When police tow a car without the owner's notice or consent, Section 48-264 gives them one day to reach the registered owner by phone, postcard or letter with how to get it back. To contest the tow, file a written hearing request and deposit enough to cover towing and storage, and the car is released at once. A hearing "shall then be set before the municipal court within 14 days" to decide whether the tow was legal.
Walker County title office
Walker County's tax assessor-collector is close by, at 1301 Sam Houston Ave, Ste 100. That puts it about 2 miles north as the crow flies; call (936) 436-4950. The buyer applies for the new Texas title there.
Before the car leaves, sign the title, then record when you sold it and what the odometer says. Your signature and the price go on Form 130-U too. Texas sellers skip the notary. Walker does not appear among the 17 Texas counties TxDMV names for emissions tests. Once TxDMV has your transfer notice (a month, 30 days, is the limit), the buyer's later citations and toll charges stay with the buyer. Plates may come off and go on another vehicle or be defaced; the sticker cannot travel. For a title that has gone missing, TxDMV's Form VTR-34 orders a certified copy, at $5.45 over the counter.

Questions people ask
- What does Huntsville count as a junked vehicle?
- Huntsville borrows Texas law here, section 683.071 of the Transportation Code. In the city's plain-language version, it is a self-propelled car, its registration or inspection sticker has run out, and it is wrecked or partly stripped, or it has been dead over 72 hours beside a public road, or for 30 consecutive days behind a property line.
- Is a curbside repair job allowed in Huntsville?
- Section 44-132 makes parking on a public street for repair or service an offense. An emergency fix is a defense if the car was off the street inside an hour of breaking down. Whether the section's private passenger vehicle exception covers repairs, the text leaves open.
- Police towed my car without telling me. Can I contest it?
- Yes. Section 48-264 obliges police to reach the registered owner within a day of the tow. File a written request for a hearing and deposit enough to cover towing and storage, and the car is released right away; a hearing is then set before the municipal court within 14 days.
