Selling a junk or dead car in Fulshear
Fulshear's code gives a tarp no legal weight. The city exempts only a car stored indoors, unseen from the street and from the lots around it. Its code says in so many words that tarps, car blankets and similar covers are not screening. That leaves a garage, a repair, or a sale. If you pick the sale, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

Two Fulshear clocks
Fulshear's junked vehicle is self-propelled and has been wrecked, dismantled (fully or partly) or discarded, or has stayed inoperable too long. The article applies to a motor vehicle with an expired plate or no plate showing. "Inoperable" is wide in Fulshear: a legal problem can count as much as a mechanical one.
How long is too long depends on location:
- On public property: past 72 consecutive hours
- On private property: past 30 consecutive days
Once people on a public road or other public place can see it, in any month, Fulshear treats the car as a public nuisance. Keeping it on land you control is an offense. Fulshear fines a conviction as much as $200, and the municipal court then orders the nuisance abated and removed.
Do not wait for a letter
The usual first step is notice, handed over in person, sent certified, or mailed with signature confirmation. Fulshear sends it to the property's owner or occupant, any lienholders and the registered owner, with a tenth-day deadline. But the code also lets a citation be written with no notice beforehand, so do not count on a warning letter.
If someone asks for a hearing, Fulshear's municipal court judge won't hear it before the 11th day after notice. The judge presumes the Fulshear car dead unless its owner shows it runs. Shifting the car to another Fulshear address mid-case accomplishes nothing. After removal, the car is scrapped or salvaged through a yard, a demolisher or a city site, can never be rebuilt, and is reported within five days so the state cancels its title.
The city's own page says owners may keep an inoperable car in a garage to avoid towing. If the owner neither moves it nor proves it runs, Fulshear tows it and sells it for salvage.
Parking lots and streets
Fulshear zoning bans storing inoperable vehicles in off-street parking areas, unless the use itself needs outdoor storage. Work on cars in parking lots is limited to emergency repairs.
Drivers on Fulshear streets must leave at least 12 feet of roadway clear. A car parked against the rules can be removed and impounded under Texas Occupations Code chapter 2308. When police take one as abandoned, certified mail follows within ten days. Owners and lienholders can still reclaim it until day 20 after that letter by paying towing, preservation and storage fees, or lose the car to auction.

Richmond title office and Texas rules
Fulshear lies wholly in Fort Bend County. About 11 miles southeast of Fulshear as the crow flies, Fort Bend's tax office sits at 1317 Eugene Heimann Circle in Richmond, (281) 341-3710. Under Texas rules the buyer goes there with the title application, so the trip is not yours.
What you do is quick. Endorse the title over, noting the odometer and the date of sale. Sign a Form 130-U that lists the sales price. For your files, note the VIN, the date and who the buyer was. No notary is needed. Then, before 30 days go by, file TxDMV's Vehicle Transfer Notification. On time, it keeps the buyer's later parking tickets and toll bills off your record. Lost the title? Form VTR-34 gets a certified copy, $5.45 if you apply in person.
Fort Bend still requires emissions testing, one of 17 such Texas counties, even though Texas dropped safety inspections for noncommercial vehicles on January 1, 2025.

Questions people ask
- Will a tarp or car cover hide a dead car legally in Fulshear?
- No. Fulshear exempts only a car kept indoors, unseen by the street and neighbors. The code rules out a tarp, a car blanket or anything similar as screening.
- Does Fulshear always send a warning first?
- Not always. The normal notice gives until the tenth day to get the car out, but Fulshear's code also lets an officer write a citation without any notice.
- The car runs, but its tags expired. Is that a problem in Fulshear?
- It can be. The article reaches cars showing a lapsed plate or no plate, and Fulshear counts a legal problem, not just a mechanical one, as making a car inoperable. Renew it, garage it or sell it.
- Who handles a dead car sitting on a Fulshear street?
- Not Code Compliance, which only covers private property. The city says to phone Fulshear police at 281-346-2201 for street cases.
