Selling a junk or dead car in Sugar Land
Sugar Land's code writes in a way out for the owner. Once a car is declared junked, Section 3-115 says the owner or occupant may remove it "at his own expense, provided the vehicle or parts thereof are disposed of at a licensed vehicle dealer or a junkyard." Under Section 3-119, signed permission for the city to remove it, given inside ten days of the notice, also satisfies the code.

What Sugar Land calls junked
Section 3-111 starts with a self-propelled vehicle that "Displays an expired license plate or does not display a license plate". It is junked if it is "Wrecked, dismantled or partially dismantled, or discarded", or if it is "Inoperable and has remained inoperable for more than" a set time: "Seventy-two consecutive hours, if the vehicle is on public property", or, on private land, thirty straight days. The city's Violations page boils it down: a car that is inoperative, unlicensed or largely taken apart, three days on public land or a month on private land.
If the public can see such a car from a road, sidewalk or other public spot, Section 3-112 calls it a public nuisance. The property maintenance code is broader still: "Except as provided for in other regulations, no junked motor vehicle shall be parked, kept, or stored on any premises."
The rule does not reach a car sealed inside a building and hidden from the road and nearby lots. An editor's note in the code sets the fine at $500 or less.
Notice, hearing officer, court
- A certified letter, five-day return receipt, is mailed to the car's owner of record, each lien holder, and whoever owns or occupies the property. It demands the car be gone within ten days, or a hearing requested before those ten days run out. With no known address for the owner, Sugar Land may attach the notice to the vehicle, or hand it over if the owner turns up.
- On request, the hearing "will be held before a hearing officer designated by the city manager." And "If, after the notice is provided, the junked vehicle is relocated to a different property in the city but continues to constitute a public nuisance, no additional notice is required".
- If the officer finds a nuisance and no disposal deal is reached, "the hearing officer will cause a complaint concerning the public nuisance to be filed in the municipal court with request to issue an order for removal of the vehicle."
- With a court order, an authorized demolisher hauls the car, and Sugar Land informs the state within five days of the tow. Section 3-117 allows disposal "to a scrapyard, demolisher or other disposal site for disposal only as scrap or salvage."
Streets and front yards
On a public street, two days parked in one place is the most allowed: past 48 continuous hours, a privately owned car there is unlawful. In front and side yards of a home, cars belong only on concrete or asphalt reached by a driveway approach from the street.
Police may tow a car off a street or public way when an officer judges it a hazard or in the way of city work. The owner must then get written word of the tow, the reason, and where the car went.

Fort Bend County and the paperwork
Sugar Land's county tax office is the Fort Bend office at 1317 Eugene Heimann Circle, Richmond. As the crow flies it is about 7 miles west of central Sugar Land; phone (281) 341-3710.
Two state rules matter for a car that has sat a while. Texas law lets a driver run five working days on expired registration; after that, driving it is an offense. TxDMV still renews online as late as 12 months past expiry, provided no expired-registration citation has been issued. Neither step is needed to sell a dead car whole.
Trading it in to a licensed dealer? Texas does not make the dealer title it, so the car can stay registered to you until the dealer resells it. Send TxDMV the transfer notice no matter who buys. Junk car removal and the Texas page have more.

Questions people ask
- Can I take my junked car out myself after Sugar Land sends a notice?
- Yes, at your own cost. Section 3-115 allows removal by the owner or occupant "provided the vehicle or parts thereof are disposed of at a licensed vehicle dealer or a junkyard." It also says "It is unlawful for any person to reconstruct a vehicle or make it operative after removal."
- Who hears a junked-vehicle case in Sugar Land?
- The hearing "will be held before a hearing officer designated by the city manager." If that officer rules it a nuisance and no deal on disposing of it is struck, a complaint goes to municipal court seeking a removal order.
- Does giving the city permission count as fixing it?
- Yes. Section 3-119 treats a signed note letting the city haul the car away, given inside ten days of the notice, as compliance.
- Is street parking an option for a dead car in Sugar Land?
- Only up to two days. Section 5-139 makes it unlawful to knowingly leave a privately owned car parked in the same place on city streets for more than 48 continuous hours.
