Selling a dead or junk car in Prosper

Prosper's code gives an owner one option worth knowing. After a junked-vehicle notice arrives, the owner can ask the town to remove the car. The catch is paperwork: whoever asks must sign "an authorization and indemnification agreement," letting the town onto the property and holding it harmless. The other route is to sell. We buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

When Prosper calls it junked

Section 8.05.001 aims at a self-propelled motor vehicle, or part of one, that "displays an expired license plate or does not display a license plate." Add one more fact and it is junked. It is wrecked, or discarded, or partly or fully taken apart. Or it has not worked for a stretch: more than 72 consecutive hours if on public land, more than 30 consecutive days if on private land.

If anyone in a public place can see it, during any season, it is a public nuisance. Allowing or keeping it in public view is an offense on private or public land alike. Each day counts on its own, the fine is set by section 1.01.009 of the town code, and the court orders removal on conviction.

Ten days, then a hearing

The notice travels by certified mail, five-day return receipt. Copies go out to the lot's owner or occupant, any lienholder of record and the last known registered owner. With no address on file, it can be posted on the car. If the owner's whereabouts are known, it can be handed over instead.

The town expects the car gone by the 10th day after mailing, and a written hearing request has to reach the town before then. If the letter returns undelivered, the town waits until day 11 after its return, at the earliest. The Town Administrator or a designee runs the hearing under informal rules, on day 11 or later after service. The car is treated as inoperable until you prove it runs.

Once removed, Section 8.05.006 says it "may not be reconstructed or made operable." A scrap yard, a demolisher or another suitable salvage site may take it. By the 5th day the town notifies the state "so that the state department of transportation may cancel the certificate of title." Moving the car within town limits after the case begins "has no effect on the proceedings already underway."

A garage is the owner's way out. A car lawfully kept inside a closed building, out of sight, is exempt.

Driveways, yards and streets

Prosper's residential rules add their own clocks:

  • Repair, dismantling or assembly work in a residential driveway is unlawful if it takes more than 72 consecutive hours.
  • Street repairs are allowed only in an emergency.
  • A motor vehicle may not be parked between the front building line and the street unless it is on a paved or improved surface.
  • Someone who neither owns nor lives on a single-family lot may not habitually park next to it, meaning more than seven days in any thirty-day period.
  • Trailers, truck campers, motor homes and boats on trailers may not stay on the street more than 72 consecutive hours.

The Health and Code Compliance Division at 250 W First Street, 972-569-1079, handles abandoned and junked vehicles on private property. It names "Junk in yard" and "Vehicles parked in yard" among the common violations it checks. Police and fire dispatch takes non-emergency calls at 972-569-1000.

Collin, Denton and the title

Prosper spans two counties. Collin County's tax office sits at 2300 Bloomdale Rd, Ste 2302, McKinney (phone (972) 547-5014), roughly 10 miles east as the crow flies. Denton County's, (940) 349-3500, is at 1505 E. McKinney in Denton, roughly 18 miles west.

Both counties are still on the emissions-testing list, though the state safety inspection ended January 1, 2025. Registration needs proof of a passing emissions test when the state has none on record, so give the buyer your latest Vehicle Inspection Report with the title. Sign over the title, noting the sale date and miles; Texas needs no notary. The plates and sticker may come off with you, and a transfer notification within 30 days shields you from later tickets and tolls.

Start online or call (877) 421-6008. Describe the car by year, make and model, give the mileage, say whether it runs, and mention any title problems. Pickup can be at a new-build driveway, a garage or the shop holding it. Nearby: Celina, Frisco, McKinney. For a car that failed inspection, or for statewide rules, see Texas.

Questions people ask

Can I ask Prosper to remove my junked car?
Yes. Once the notice arrives, the vehicle's owner can ask the town to take it and authorize the removal. First, whoever makes the request signs an authorization and indemnification agreement. It lets the town onto the property and holds the town harmless.
How long can I work on a dead car in my Prosper driveway?
Up to 72 consecutive hours. Repair, dismantling or assembly work in a residential driveway becomes unlawful past that point. On a public street, only emergency repairs are allowed.
Who decides a junked-vehicle case in Prosper?
The Town Administrator or a designee, using informal rules. It cannot happen before the 11th day after notice is served, and the burden is on the owner to show the car works.
Which tax office handles a Prosper title?
Prosper is in Collin and Denton counties. Collin County's office in McKinney is roughly 10 miles east, and Denton County's office in Denton is roughly 18 miles west, both as the crow flies.
