Selling a dead or junk car in Lynchburg
Lynchburg says a car cover is not a hiding place. Section 21-61 says it plainly: "Covering an inoperative vehicle by an auto cover, tarpaulin or similar device does not constitute 'shielded or screened from view.'" You need the car inside a fully enclosed building or hidden behind plantings or a fence. If neither is an option, we buy whole non-running and junk cars. You sell the whole car as it sits, and pickup is free anywhere in the US.

Inoperative, by Lynchburg's definition
The rule covers property zoned residential, business or agricultural, and it reaches "any motor vehicle, trailer, or semitrailer, or part thereof which is inoperative." That last phrase matters: a pulled engine or a body shell on blocks can count, not only a whole car.
Inoperative means a car "not in operating condition," one that "does not display valid license plates," or one that "does not display an inspection decal that is valid or has expired no more than 60 days prior." So a sticker that ran out last month is still inside the grace period. A dead battery and no plates are not.
Screened means "not visible by someone standing at ground level from outside the property," whether by a building, plantings or fences.
A restoration has some room. In Lynchburg, showing active restoration or repair work and keeping the car screened lets you hold it and one extra inoperative car used for that project.
Ten days after the letter
Section 21-63 is short. Owners of residential, commercial or agricultural property "shall, upon ten days' written notice, remove any inoperative motor vehicles, trailers or semitrailers that are not kept within a fully enclosed building or structure." Note what it leaves out: screening helps under 21-61, but the removal duty in 21-63 speaks only of cars not inside an enclosed building.
Shops and garages
The zoning code shuts a few side doors. Uses allowed at a service station do not include "storage of automobiles not in operating condition." A parking garage may not be used to store "dismantled or wrecked motor vehicles, parts thereof, or junk." And on non-residential property, outdoor storage includes inoperable vehicles, so a dead car parked behind a business is regulated as stored goods.
When the registration has lapsed
Plenty of dead cars in Lynchburg driveways carry plates that expired long ago. In that Lynchburg case, DMV guidance says a registration lapsed under 12 months renews with a $10 late fee unless waived, and it is prorated if the car sat undriven. Past twelve months, the late fee falls away and you start fresh with a 1-, 2- or 3-year registration.
The Odd Fellows Road office
The DMV office we checked is at 3236 Odd Fellows Road, about 2 miles southeast of downtown Lynchburg, as the crow flies, and answers at 434-947-2467. Other offices may serve the area.
Handing over a Virginia title
On the front of the title, Section A is the seller's block. A Lynchburg seller notes the buyer's name and home address, the actual odometer reading, the price and the date. After that, every owner prints a name and signs. Lynchburg sellers should note the DMV's seller steps list no notary. Once the title is signed, tell the DMV about the sale online, by phone or in person; an insurer canceling coverage on a car the DMV still links to you can lead to a license and registration suspension.
Take the plates before the truck leaves. Move them to a replacement car, or return or inactivate them, and phone your insurer after that. Form FMS-210 handles refunds when six months or more remain.
No title? A replacement is $15 through form VSA 67, and one co-owner may apply. A demolisher taking a car straight to demolition does not have to title it. An untitled car 10 or more model years old may be crushed after the DMV record search.

Questions people ask
- In Lynchburg, is a car cover enough to stay legal?
- No. Section 21-61 says covering an inoperative vehicle with an auto cover, tarpaulin or similar device does not make it shielded or screened from view. It has to be in a fully enclosed building or hidden by plantings or fences.
- My inspection sticker just expired. Is my car inoperative?
- Not on that ground alone for the first 60 days. Lynchburg's definition covers a car whose decal is neither valid nor expired within the past 60 days. Any car that won't run, or lacks valid plates, qualifies at once.
- How long do I have after a Lynchburg notice?
- Section 21-63 gives the property owner ten days after written notice to remove inoperative vehicles not kept in a fully enclosed building.
- My registration expired over a year ago. Do I owe late fees?
- Per Virginia DMV guidance, a Lynchburg registration lapsed over twelve months gets swapped for a new 1-, 2- or 3-year registration, and no late fee applies. Under twelve months, a $10 late fee applies unless waived, and the fee is prorated if the car has not been driven.
