How Washington defines junk
RCW 46.55.010 uses a four-item checklist, and a car needs three to count as a "junk vehicle." It is "three years old or older." It is "extensively damaged," for example a "broken window or windshield." It is "apparently inoperable." Or its value is about what the scrap would bring. A decade-old Lynnwood commuter car that won't crank and has a split windshield already scores three.
Who handles one
In Lynnwood, as anywhere in the state, local police, the health department and landowners run the junk-car process. Someone with authority inspects the car first. Next the landowner sends a letter to the owners on record. After 15 days, a Lynnwood landowner can scrap it, or a signed affidavit of sale takes the place of its title. Ditching a junk car on another person's land is a gross misdemeanor under RCW 46.55.230, and the owner on record pays double the removal cost as restitution. See car abandoned on your property.
Lynnwood street parking
Tabs more than 45 days out of date, on a car parked on a public street, give police grounds to impound it under state law, and driving it is an infraction. Once a tow operator has kept it 120 hours straight, it is legally abandoned and on a path to auction.
Where hulk haulers fit
WAC 308-65-080 lets a licensed hulk hauler, who buys cars to pass on to a wrecker or scrap processor, accept a car on papers such as:
- a title endorsed the right way
- a lost-or-stolen-title affidavit the owner of record signs, paired with a release of interest
- an affidavit of sale for a junk vehicle
- a registered tow company's affidavit of sale
That list shows the paper trail any junk-car buyer in Lynnwood will ask about. Junkyard or scrap yard explains how the two businesses differ.
Title office in Everett
For Snohomish County titles, the Department of Licensing lists a quick title office at 3000 Rockefeller Avenue, Everett. On a map it's roughly 11 miles northeast of downtown Lynnwood. We checked that office; it is far from the only one.
Before the car leaves Lynnwood
Sign the title over; the buyer, not you, deals with a notary. Take the plates home, because state law makes them the seller's. Report the sale to DOL inside five days. A missing title means a replacement first, 4 to 8 weeks out, or a DOL-approved affidavit. Our no-title guide explains.

Questions people ask
- Is there a Lynnwood junk-car ordinance?
- We did not find Lynnwood's code online, so this page relies on Washington law. Lynnwood may have nuisance rules of its own; ask city hall if a notice shows up.
- A stranger's dead car is in my Lynnwood lot. Can I clear it?
- RCW 46.55.230 sets the order. An authorized inspection comes first, then a letter goes to the recorded owners. If 15 days go by unclaimed, the Lynnwood landowner can scrap the car, or use a signed affidavit of sale in place of its title.
- Can a hulk hauler take a Lynnwood car with no clean title?
- Sometimes. WAC 308-65-080 lets a licensed hulk hauler accept an owner-signed affidavit that the title was lost or stolen, together with a release of interest, in place of an endorsed title, among a few other papers.
