Selling a dead or junk car in Mill Creek
In Mill Creek, ignored parking tickets alone can turn a car into a public nuisance. Section 10.12.200 says that once a car is cited and the ticket "has gone unpaid and the registered owner has failed to respond to a delinquency notice," the vehicle "shall constitute a public nuisance and may be abated and/or removed." A broken car with a stack of tickets on the dash is close to that line. We buy whole non-running and junk cars, you sell the whole car as it sits, and there is free pickup anywhere in the US.

Tickets are one route; junk is the other
The same section adds: "Unauthorized or junk vehicles or parts thereof on private property are declared a public nuisance." Another section, 10.12.190, carries the title "Adoption of state statutes by reference" for junk vehicles. State rules label a Mill Creek car junk when it hits three of four marks. It is three or more years old, badly damaged, seems unable to run, or is worth scrap at most.
If tickets follow your car, tickets or registration hold explains how they affect a sale.
Fifteen days to ask for a hearing
Section 10.12.190 lays out the order:
- Notice. The department writes to the last registered owner and the property owner that the car "will be removed and sold at their expense unless a hearing is requested within 15 days of the date notice was given."
- Hearing. Ask in time, and a hearing date is sent by certified letter to the landowner and to both owners of the car.
- Removal. If the chief finds a nuisance, or nobody asked for a hearing, the car "shall be removed at the department's request and may be sold or wrecked."
That 15-day window is your chance to sell before the city sells it for you. See notice to remove a car.
What the rule does not reach
Abatement skips a car "completely enclosed within a building in a lawful manner and not visible from other public or private property." It also skips licensed dismantlers and dealers whose lots are "fenced according to RCW 46.80.130." Tarp in the driveway? Neither exemption fits.
Everett, about 8 miles north
The Snohomish County title office on our list sits at 3000 Rockefeller Ave in Everett. It is about 8 miles north of downtown Mill Creek in a straight line. DOL gave no phone number, and there may be other county offices.
Handing the car over
Sign the title's release section. Draw up a bill of sale and sign it with the buyer; if the title already records price and sale date, you can skip it. Remove the plates, since they cannot go with the car. Then send DOL a Vehicle Report of Sale within 5 days, whether the buyer is a person or a wrecking yard. A notary is the buyer's step.
A car wrecked past existing as a car is handled another way. Tell DOL it was destroyed within 15 days. If you still have the title on day 16, that is a gross misdemeanor. The Washington page covers both paths.

Questions people ask
- Can unpaid tickets lead to my car being towed in Mill Creek?
- Yes. If a ticket under the city's vehicle chapter is never paid and the owner ignores the delinquency letter, Section 10.12.200 treats the car as a public nuisance that can be abated or hauled off.
- How long can I wait before answering a Mill Creek nuisance letter?
- Fifteen days from the date on the notice. Without a hearing request in that time, the city may take the car and sell it, billing you.
- Does a car stored in my garage count?
- No, provided it is fully inside a building, lawfully kept, and cannot be seen from other property. Those cars sit outside the abatement process.
