Selling a junk or dead car in Appleton
Appleton spreads across three counties, Outagamie, Calumet and Winnebago, yet our search turned up no junk-car code for the city online. For a dead car parked in Appleton, then, Wisconsin's statutes are the baseline. Those statutes leave one number to local officials: how long a car can sit before it is legally abandoned. Appleton may well have its own rules layered on top. We buy whole non-running and junk cars, and pickup is free anywhere in the US, whichever of the three counties your driveway is in.

Wisconsin's abandoned-car statute
Under Chapter 342, you may not leave a vehicle so that it appears abandoned. Inside first-class cities, 48 unattended hours is the cutoff. Elsewhere, the period is the one the local governing body picks, and municipalities and counties may also adopt their own removal and disposal ordinances.
Two carve-outs matter to an Appleton owner. The statute does not treat a vehicle hidden from ordinary public view as abandoned, and an official can also designate a car as not abandoned. Appleton may have its own rules too.
What happens at impound
State law keeps an Appleton car in violation impounded until it is claimed or disposed of. If tow and storage charges would pass its value, it can be junked or sold sooner. Substantially complete vehicles older than 19 model years follow the disposal route in sub. (3)(c). The owner pays all abandonment, impound and disposal costs. Within a day of calling the tow, the Appleton officer gives the tow company the registered owner's and lienholders' names. Is your Appleton car at a tow lot now? Read towed or impounded.
Since Appleton's local period is unconfirmed, ask City Hall before you assume you have time.
Scrapping or selling on the title
The state, through WisDOT's Division of Motor Vehicles, issues every Wisconsin title. Headed for scrap? WisDOT's instruction is to write the word Junk across it, and a missing title is no obstacle to junking. There is no going back. Once junked, a car can never be titled or plated again, even if it is fixed. Wisconsin law also expects whoever holds a junk vehicle to alert the department and surrender the title inside 10 days.
A sale to someone who will drive it works differently. The car first has to be titled in your own name. Next, flip the title and sign and date it. After that, an Appleton seller adds the miles, any brand disclosure, what the car sold for, and who bought it, with their address. With a lien showing, include the lender's release. If the owners are joined by AND, each one signs. If joined by OR, one owner can sign. If the title is gone, Appleton owners can order a $20 replacement on MV2119 and, should the original resurface, still sign over the replacement and shred the old one. See selling with no title.
Plates and reporting the sale
Never let the plates ride away on a car or light truck. Valid Appleton plates can go on a like vehicle owned by you, your spouse or your domestic partner. If not, cut them up. WisDOT will not take them by mail, and unused months are lost. Plates that left with the car by accident are cancelled on form MV2514.
Selling to a private person starts a 30-day clock to report the deal to WisDOT. Appleton sellers filing online enter the VIN, a license or state ID number, a birth date and the final four Social Security digits. It also asks who the buyer was, the price and the date.
Emissions are not an issue here. Wisconsin's testing program covers seven southeastern counties, none of them Outagamie, Calumet or Winnebago.

Questions people ask

Ask Appleton city staff first rather than assume you get extra time.
- Can an Appleton car with a lost title still be junked?
- Yes. WisDOT does not require a replacement title to junk a vehicle. A replacement for a car you plan to sell for the road is $20, applied for on form MV2119.
- Is an emissions check due before an Appleton sale?
- No. Outagamie, Calumet and Winnebago counties sit outside Wisconsin's testing area, which covers seven counties in the southeast.
- Who keeps the plates in Appleton?
- You do. Current Appleton plates can go on a like vehicle in your name, your spouse's or your domestic partner's. If you have no such car, destroy them. WisDOT will not take plates back or refund unused registration.
