Selling a junk car in De Pere

De Pere's code says an unused car can be a junked car. Section 78-5 defines a junked motor vehicle as "any wrecked, disassembled, partially dismantled, inoperable or unused motor vehicle." Note the last word. A car nobody drives fits, damage or not. We buy whole non-running and junk cars, and pickup is free anywhere in the US, De Pere included.

Three days in view

On private property, nobody in charge, "whether as owner, tenant, occupant, or otherwise," may let a junked vehicle stay "for more than three days if it is outside of any building and within the ordinary public view." That gives the rule two triggers, outdoors and visible. A car inside a garage is outside it.

Streets, highways and other public property get no grace period. Leaving a junked car, or parts of one, there is barred outright.

The 48-hour abandonment rule

Another part of 78-5 covers cars left behind. Leave a car on someone else's property for more than 48 hours without their okay and it counts as abandoned. The chief of police can declare otherwise. The owner, unless the car was stolen, is responsible for "all costs of impounding and disposing of the vehicle."

Where a dead car may not wait

Section 150-14 limits where a car can sit while you decide:

  • no parking on an unpaved parkway, the city strip beyond the street
  • no parking on the paved part of a parkway overnight, 2 a.m. to 6 a.m.
  • in front and corner side yards, only on a permanent driveway

Wisconsin title and plates

The title is a state document from WisDOT's DMV. Junking a De Pere car means writing Junk on it, and a missing title can be skipped, since junking needs no replacement. Once junked, the car stays off the road for good.

Keep the plates. Shift unexpired ones to a like car of yours, or destroy them, because WisDOT refunds nothing and takes no plates back. Selling to a private person? Wisconsin's seller notice is due within 30 days. Brown County is not on Wisconsin's emissions-test list.

Questions people ask

Does a car I simply stopped using count as junked in De Pere?
It can. Section 78-5 defines a junked motor vehicle as any wrecked, disassembled, partially dismantled, inoperable or unused motor vehicle, so damage is not required.
Does the three-day rule apply inside my garage?
No. The limit applies to a junked vehicle outside of any building and within ordinary public view. On streets and other public property, leaving one is not allowed at all.
Can I leave it on the strip between the curb and sidewalk?
Not on an unpaved parkway. On the paved part, Section 150-14 bans parking overnight, from 2 a.m. to 6 a.m.
