How to sell a junk car in Bella Vista

Bella Vista needs only one strike. Its code presumes a car inoperative "when any one of the following conditions are present," and item one is "no current vehicle tags or registration." Section 18-20 then directs owners to "Remove inoperative motor vehicles upon their real property." If that describes yours, we buy whole non-running and junk cars. You sell the whole car as it sits, with free pickup anywhere in the US.

How Section 18-19 reads

An inoperative car, in Bella Vista's words, is one "inoperable, dismantled, damaged or is unable to start or move under its own power." Alongside lapsed tags, the list names a car whose "front or rear windshield is broken, removed or missing, or the side windows are broken or removed or missing." Section 18-20 bars an owner or occupant from letting such cars accumulate anywhere in town.

Bella Vista's two notices

Section 18-21 runs in two stages:

  • Seven days. Written notice arrives from the mayor or a designee. No fix by then, and the city corrects it at the landowner's expense, backed by a lien.
  • Thirty days. Before removing an abandoned or inoperative car from private land, the city mails registered or certified notice to the lot's occupant or owner and, where known, the car's owner. Restoring it to use or disposing of it lawfully ends the matter.

Owners or occupants may waive those 30 days "jointly or severally."

Carports, gravel and screens

Section 26-36 governs parking in residential zones, covering motor vehicles plus RVs, boats and trailers. An attached carport counts as a garage. Gravel parking on an SB-2 surface needs "a well-defined area with a containment border." For vehicles under that subsection, the rule says they "may not be parked forward of the front of the house and must be screened with an opaque screen" so no city street has a view. Curbside, Section 26-27 bans parking wherever signs say so.

Lost title? Replace it first

Lost the title to a long-parked Bella Vista car? Whoever last held the title signs DFA's Application for Title or Replacement Title at a State Revenue Office; DFA charges $10.00 and asks for three weeks or more. A recorded lien changes the order: form 10-315 gets the lender's signature, and the title goes to that lender.

If you have the title, sign it over to the buyer, then fill out Form 10-313 together. Unbolt the tag; Arkansas lets you carry it to another vehicle for $1.00. Mailing in the free transfer notice is optional.

Questions people ask

Can expired tags alone cause trouble in Bella Vista?
Yes. Section 18-19 presumes inoperative status when any single listed condition applies, and lapsed tags or registration come first on that list.
Who signs the first notice in Bella Vista?
The mayor or a designee, under Section 18-21, with seven days to fix the condition. Removing a car from private land takes a further 30-day registered or certified letter.
What if the title for a Bella Vista car is missing?
Replace it before selling. The last titled owner applies at a State Revenue Office; DFA lists $10.00 and asks for at least three weeks.
